Lurking Predators would get you a lot of free creatures in this deck.

If you're saccing that much stuff you should find a slot for Grave Pact alongside Dictate.

IMO the tempo hit on Terramorphic Expanse and Evolving Wilds doesn't offset the minimal deck thinning it does. I'd much rather run Llanowar Wastes or Temple of Malady or Tainted Wood in those slots.

I have a very similar deck (not budget) based on counters that ran Vorosh for awhile before eventually changing to Mimeoplasm. It's hella fun and mathy. Bring an abacus.

Rite of Passage is a great card in the deck and it's budget. Hilarity ensues when I drop it after someone plays Lightmine Field or Caltrops or something. I also tend to run Pestilence in black because I see so many token decks where I play, and it makes things insane with Rite on the board.

You've got Opal Palace, but Oran-Rief the Vastwood and Novijen Heart of Progress are cheap and do similar things.

Wheel of Sun and Moon is a nice way to move anything that dies back to your library to tutor it up again.

Fastbond is illegal in Commander. Exploration or Burgeoning are legal, though.

I'd rather run Journey to Nowhere over Defang in most situations if you want something at 2 cmc. If you don't mind moving up to three Banishing Light is probably better than either.

Oh yeah and Illusionist's Bracers doubles the fling. Flinging Serra Avatar twice is good stuff.

Few options to consider:

- Gift of Immortality chuck the same dude over and over
- Angelic Accord provides me with a ton of dudes in my version of this deck
- Grafted Wargear costs zero to equip on a dude you're gonna throw anyway
- Martyr's Bond forces everyone else to sacrifice stuff when you fling
- Gratuitous Violence doubles the fling damage. Super fun with Gisela on board.

Try Druid's Repository. Attack with the tokens when Prossh attacks, put five counters on it and then sacc them. It's stupid.

Druid's Repository is OP as hell in my friend's Prossh deck. Attack with the kobolds then sacc them immediately, six free mana.

Grave Pact and Dictate of Erebos are sick in the deck, too, but you may not want to be that guy.

In mono-green Market Festival is going to be strictly worse than Overgrowth. I myself wouldn't run any of those over the land fetches like Cultivate because they can be much more easily removed than extra land, but to each his own.

Warp can get you something good, but there are situations where it's your only hope. When the guy with Proosh drops a Grave Pack or the guy with a token deck plays Doubling Season, someone with a stompy deck gives them all trample with an indestructible Nylea, etc It's the only way to deal with enchantments, and in EDH there are some brutal enchantments that need to get dealt with NOW or game over, at least where I play.

Something like Opportunity or Fact or Fiction costs the same total mana as Courier's Capsule, but it will make a token, too.

Consider finding a slot for Proteus staff. Turning one of your 2/2 drakes into Reef Worm or Stormtide Levaithan is a great trade, and worst case you can use it to tuck someone's general.

Since you're running almost no non-basics, both Quicksilver Fountain and Back To Basics wouldn't hurt you a bit, and would completely shut down some other decks.

IMO Chaos Warp is a must-include. I'd find room for a Red Elemental Blast and Pyroblast, too as blue counters are going to ruin your day.

It's been my experience that Talrand decks function best with a heavy load of cheap cantrip spells over pretty much anything. You get to keep mana free for game-saving counterspells, then if you don't need the counter before the end of the turn before yours drop Brainstorm, Opt, and Quicken, make three drakes, draw three cards, then start your turn, rinse and repeat. Other configs I've tried just run out of gas too fast.

IMO in a mono-colored deck that's too many lands. I know guys running 5 color decks that aren't running 45. You can drop to 38 with no problem, and I myself run just 36 in mono-blue and mono-white, and those have less land help in the form of creatures and ramp than green. Cut some and add in stuff like Nature's Lore, Kodama's Reach, Cultivate, Skyshroud Claim, etc.

With so many low-cost elves Citanul Flute could let you grab a cheap one every turn.

Wirewood Lodge is pretty useful in an elf deck

If you're going to run Vorel as a commander IMO you need more ramp. When he's on the field he's going to suck up two mana per turn using his abilities. I'd start by replacing Index and Preordain. They're good, useful cards in a 60 card format, but here they just take up a slot that could be taken by a game-changer. And if you really like Index I'd rather just run Mirri's Guile (or Divining Top) and do it each turn, or Thassa and scry each turn.

Illusionist's Bracers would double Vorel's double.

IMO there's too many Theros gods about and about to run Naturalize over Deglamer or Unravel the Aether or even Fade into Antiquity.

Cutting creatures from vamp tribal sucks, I've made like three different variants (Jeleva, Olivia, and now running mono-black Drana) and I never know what to remove. Vampiric Dragon? I never could get it to stick to the board long enough to use it's ability, and at seven mana it clogs up the whole turn to cast it. I think it's one of those cards that looks cooler in reality than it is in practice. Pulse Tracker maybe? It's gonna get chump blocked and die right away anway. You also have two copies of Shadow Alley Denezin, so that'll free a slot.
