There will always be a distinction between tournament and casual play. Personally, I think it's no fun to tailor a deck list to beat a metagame. It does not take as much skill! For example, mill can destroy non-aggro decks, so I hate to see a mill deck brought to a midrange metagame. It takes away the "wild west" of legacy!I prefer to see players winning with ingeniuty and guile,

Replacing the cards is not expensive. Simic can be pretty cheap as long as you avoid blatantly obvious powerhouses like Master Biomancer and Doubling Season.
The point is not that the cards I mentioned are bad ... just that other cards have more synergy with the evolve mechanic. Notice that I did not call out Pheres for not having evolve, because he just fits.For example, Cloudfin Raptor should be as powerful as Kraken Hatchling Turn 3. However, dropping Kraken Hatchling turn 2 or 3 may be worth it, as it could trigger 2 or 3 evolves.Vorel of the Hull Clade is ridiculously powerful. So are cards like Master Biomancer and Renegade Krasis, which keep the evolve shenanigans coming.If you are on a budget, Hydras are amazing. Other useful mechanics are graft and scavenge. For Example, Vigean Photohydra can be very useful. A card I particularly like is Sporeback Troll.

You did a good job on this deck's budget. Also, nice finds! I love tablet of the guilds.It seems a little scatterbrained (too spread out). However, that's okay. Also, you have 68 cards, 60 is optimal or else you need approximately 30 lands.
