Well, you might have read the old wordings MTG used to have. To make it a little clear, its new oracle text says:
"0: The next 1 damage that would be dealt to Nomads en-Kor this turn is dealt to target creature you control instead."
And it actually says "Next 1 Damage", assuming it is still a a legal target, you can technically target another creature instantly as many times as yo want before anything happens.

I'll playtest FOW instead of Pacts. Most of the time, pacts are always good when my opponent knows that I'm going for the kill. FOW is also good, but I'm kinda worried that I only have 7-10 other blue cards (excluding the blue combo pieces). But I'll definitely look into that by playtesting.

One thing that I really hated about Worldly tutor is that it puts the tutored card on top of the library. Eladamri's call / living wish on the other hand would put it directly to your hand for one extra mana. And I just love living wish so much, I can tutor the combo pieces out of the sideboard, maybe Bojuka bog for grave hate, or even meddling mage / phyrexian revoker for stalls.

But I get your point and I think you have much more experience than me, so I:
-1 Living Wish
+1 worldly tutor
For the meantime I'll do that, but I'll surely playtest your suggestion.
Btw, I'm always excited to read your comments (if there is) on my deck ^^,

Agree with you, it is kinda' a Hit or Miss deck. I can make it more versatile and well-rounded but I think it would lose the THRILL in using the deck. It's just that exciting to do your best in penetrating the opponent's defense. And most of the time, you just need to do it once. Thanks~

There's actually a trick there. You see I got 4 Living Wish, and I can easily tutor the Bojuka Bog or Faerie Macabre out of the sideboard. Even my combo pieces can be tutored. Or stalls like Meddling Mage or Phyrexian revoker. It's a swiss army knife deck actually.

Thanks for the suggestion. I'll definitely look into that. But the I'm not planning to add 1 more Buried alive, I use Intuition as my other kinda 'Buried Alive' card. Because Intuition can let me tutor a card that I really need, even if it's not a creature card. And about the dark ritual, I use to have those in the deck, but there are really times when you draw them late on the game, they end up being a burden. But I will always consider Dark Ritual as a good sub and playtest it from time to time.

I don't think you're getting the right idea here. I got Bitterblossom & Contamination which gives me a token per turn. Most of the time the soot counter is only 1-2 on Smokestack. I MAY not add any more soot counter if I wish. But that's the plan on adding smokestack, I want my opponents to sacrifice 1-2 permanents per turn, whilst I'm only sacrificing a token generated from Bitterblossom/Contamination. Besides, I have too many token spells there that would be my winning condition. I don't need haste btw. Thanks for the comment democidist~

And I have 4 Living Wish btw, so getting the canyons is not really a problem, I have 2 of them in Sideboard ready to be tutored (o^-')b

Yes, the concept combo could also be used in a more goblin based deck. I just decided to splash burn for more direct damage. Thanks for the idea demonking28!

You probably have seen a build where the win-condition is attacking or targeting opponents with high amount of damage. Well, the good thing about this one is, you don't need to attack or target anything. Making it less susceptible to prevention and whatnot. Hope you could share your ideas anytime. I seriously need situations for this deck so that I could find a way to make this more well-rounded. Thanks btw~

I will look into that enchantress. But I'm actually not planning to have an alternate win based on creatures. My creatures alone are my life supporters here. Sulfuric Vortex, Pyrostatic Pillar, and Spellshock are my main win condition here. Opponent's cast, he gets damage. The I'll just prevent the damage whenever I cast or at least drop a life extender for me to cast more. Thanks demonking28!

You should get the combo pieces. It's really that cheap. The tutors, lands, etc are much expensive than the killer combo itself.

I was thinking of cards until I saw the estimated deck value. I think we should focus on that instead. It is always fun if you're not spending too much. And the whole deck is actually well rounded. I think I would:
-2 Brimestone Valley
+2 Thunderous Wrath
+4 Evolving Wilds.
You should probably maintain this around $50.
Overall, very well-rounded deck for a very low cost.
But if you're planning to rise the price a little bit, we should put in Stromkirk Noble. It also makes the mana curve run smoother.
Nice take on B/R vampire deck fluffyweresheep! Keep up the good work!
