It started out a shell of the Pre-con deck and has slowly evolved into this deck now. You can certainly make a budget friendly deck. If you take out the tutors, the only expensive cad re is doubling season.

Drop cloud of faeries and counterspell and you would have a modern legal deck. Depending on how budget the decklist you want is, you can run mana leak or cryptic command if you're not worried about the money. And replace the cloud of faeries with Mistbind clique or vendilion clique.
Add Immaculate Magistrate and combo with Joraga Warcaller and KO your opponents. I did it in my elf deck and it owns people.
Wait until I have time later, I'm gonna put this deck to shame. lol
Sick combo would be to add Immaculate Magistrate with Warcaller and ruin your opponents life. I have done it plenty of times with my elf deck. Check my deck out and tell me what you think.
Like the combos man. I have a deck that does everything, legit lol. I can play infinite creatures, produce infinite mana, draw infinite cards and shuffle my library back into my deck, gain life for days, burn my opponent for a million or even mill them. All in one happy fun deck. check it out its called, infinity on high.
Well the problem here is Tezz only converts your artifacts that are not creatures already into 5/5 creatures. So all your infect creatures will still only be whatever they are when they come out. Me personally I would add more artifacts and give them infect when they come into play with that enchantment.
This deck needs more landfall aspect cards like Harrow, Khalni Heart Expedition, Primeval Titan and since your playing blue add some mana leaks, Jace Beleren or Mind sculptors if you have them and Frost Titan.

Why not use doubling season to double the amount of tokens you put into play?
Dude check out my elf deck, it's super fast and has a way to make all your elves very big creatures.
What does this deck run 24 lands? Take out four and add some burn cards. Find some enchants or equips that add trample and you'd be talking. Deck should run four corpse cur and less and less of the other artifact infect.

Hey man if this deck is purely for fun then add lots of green pump cards. It would make your early creatures more of a threat. Cards like rancor, giant growths, seal of strength are just a few good green pumps for one. Whie your at it check out my two infect decks if you could.

Dude this looks like a mill type deck with many pointless cards in it. You should run cards like Mind Funeral, Millstone and other such cards. Otherwise this deck is all over the place with random dredge cards and some re animate. Stick with one of those themes.
Further more Mind Funeral is a mill card man... Not a discard card. It is ill though.
Dude get rid of festering gobling, carrion feeder and culling of the weak. The primary basis of this deck is creature advantage and not sacrficing your own.... and besides if sacing your own was the point why would you sac your pumpers? Due to the fact you lack draw card advantage you should run some sort of draw card and cabal coffers for mana acceleration.
