I like the idea, but you have to work on your manacurve. No cc1 spells and too many cc4 spells will slow your play.

Remove "Balustrade Spy", belongs more into a milldeck. Black control means normally creature removal and/or discard.
Remove "Bloodhusk Ritualist", it comes to late to be of great use. a 2/2 and one card discarded for 4 is not that good as with turn 4 your opponent could have no cards in his hands at all (depends on his deck). I would use discard spells for this, see suggestions.
Remove "Guul Draz Vampire", a cc1 1/1 without any further abilitys isn't even worth the 1 mana you spent for him.
Remove "Nirkana Cutthroat", 6 mana for a 4/3 deathtouch that can be removed with a single bolt is not good. And we're not even talking about 6 additional mana to get a 5/4...
"Child of Night" depends on your playstyle, but without any evasion like flying it normally just increases your vampire counter.
I personally dislike "Urge to Feed" as it leaves you wide open for a counterattack if you tap many of your vampires.
"Blood Tribute" comes very late without mana acceleration. I would put it into my sideboard, as it may proofe usefull against e.g. lifegain decks.

Fill up the free slots with additional "Bloodghast" and "Gatekeeper of Malakir" and the rest with new spells or creatures.

Some suggestions, based on my B/R vampire deck (http://www.mtgvault.com/muktol/decks/br-tribal-vampire/) and my U/B discard deck (http://www.mtgvault.com/muktol/decks/bu-control-discard/)
Go for the Throat ({1}{B}, destroy target nonartifact creature), Sign in Blood ({B}{B}, pay 2 life, draw two cards), Read the Bones ({2}{B}, pay 2 life, scry 2, then draw to cards)
Inquisition of Kozilek ({B}, opponent discards target nonlandcard with converted mana costs 3 or less), Thoughtseize ({B}, opponent discards target nonland card, you loose 2 life), Mind Rot ({2}{B}, opponent discards 2 cards)

I would change from "Flames of the Blood Hand" to "Skullcrack" as it is cheaper to play and has the same effect. You could even sideboard it, as you don't play against lifegain or fog decks every match. "Needle Drop" or "Browbeat" could be put in instead, as it gives you a little carddraw.

You could give "Pilfered Plans" (cc3, mill2, draw 2, multicolor spells, so maybe a bit heavy with the mana-costs) or "Thought Scour" (cc1, mill2, draw 1) a try.
If it happen that you mill to many lands into your graveyard "Crucible of Worlds" could help here.

Discarding your opponent attacks his posibility to play cards he has in his hand, targeted discarding even gives you the chance to remove great treads for your deck from his hand. Milling attacks his library and thus the cards he could draw and play.
I (personally) don't see milling as control, as you just attack his supply of cards and don't do anything about the cards he allready has in his hand. Many milldecks use further control elements like counterspells or some few discard spells (e.g. "Surgical Extraction").

M13 and the whole Innistrad block got rotated out of standard with the release of Theros. "Jace's Phantasm", "Ravenous Rats", "Vedalken Entrancer", are some examples of non-standard cards in your deck. .
If you use deck-tags, you could tag the legality there, I though that this was a modern deck ;)

The problem is that all your enablers (enable you to play your ninja for the ninjustu costs) are cc2 and thus rather slow. Also 12 enablers is a little bit too much for my taste.
Also you could slightly change some numbers:
-1 "Higure, the Still Wind" as he is legendary and even out of bolt range
-1 "Ink-Eyes, Servant of Oni" finisher, bolt proof, can be searched with "Higure, the Still Wind" and thus 2 should be enough

Some suggestions, based on my U/B ninja deck (http://www.mtgvault.com/muktol/decks/ub-tribal-ninjas/)
Ronin Warclub ({3}; equips automatically to a creature entering the battlefield, e.g. an attacking ninja)

Okiba-Gang Shinobi ({2}{[B}{B}, 3/2, when he deals damage to a player that player discards two card, I'm still testing him, but he can be usefull to give you a little more control), Ornithopter ({0}; 0/2; flying, enabler), Tormented Soul ({B}; 1/1, unblockable, enabler), Throat Slitter (Against black a dead card, otherwise very unpleasant)
Doom Blade ({1}{B}, removal), Go for the Throat ({1}{B}, removal), Familiar's Ruse ({B}{B}, bounce a creature you control back to your hand; counter target spell), Artful Dodge ({B}, flashback {B}; target creature gets unbluckable until end of turn)

Use some fewer different cards, but increase the quantity of the rest.
Decide if you want to either mill or discard your opponent, within modern there are enough good millcards wich can achive a victory without further control.

On one of my last local tournaments I saw a deck that used "Mulch" and "Spider Spawning"
Also "Nighthowler" could be an alternative to your "Splinterfright" (Tough the costs are heavy with {B}{B})

Looking good!

I would try to reduce the number of lands to 22, or even 20, and fill the free slots with 2-3 "Stromkirk Captain" and/or an additional "Vampire Nighthawk". NO one wants to block (strong) first strike creatures ;)

Of what wild stuff are you thinking?

If I would use "Mesmeric Orb" I would have to cut either a counters or "Kaijin of the Vanishing Touch" and the question is if the Orb is potent enought to protect me against aggresive decks like this defender.

Try "Quest for the goblin Lord" instead of "Dynacharge.
Also with a mana-curve that low, you could try reducing the number of lands to 19 or 18.

I don't have a single mill card in here, its all about the combination of Leveler and Laboratory Maniac. So I don't see how this could help me.

The problem is, when I start changing things, it can get heavy...
Remove Shrine of Burning Rage (To slow), Galvanoth (To expensive, thus comes to late), Lavaborn Muse (To expensive, thus comes to late) and Wall of Fire (You want to stay aggresive and thus don't need defenders)
Remove Lash Out (See "Searing Blaze" under suggestions), Fireball (Rather expensive, 1 mana for 1 damage isn't a good ratio), Stone Rain (Land destruction in a burn deck? Waste of good time and cards), Traitorous Blood (Burn wants to shoot on your opponent, and largly ignore his creatures), Traitorous Instinct (Burn wants to shoot on your opponent, and largly ignore his creatures) and Tribal Flames (cc2, 1 damage in this deck)

Some suggestions, based on my monoR burn deck (http://www.mtgvault.com/muktol/decks/monor-burn/)
Ball Lightning ({R}{R}{R}; 6/1; trample; haste; sacrifice EOT), Hellspark Elemental ({1}{R}; 3/1; trample; haste; sacrifice EOT; unearth {1}{R})
Magma Jet ({1}{R}, scry 2, 2 damage to target opponent (or creature)), Searing Blaze ({R}{R}, 1 damage to target opponent and one of his creatures; landfall: if you played a land this turn, 3 damage instead of 1), Shard Volley ({R}, sacrifice a land, 3 damage to target opponent (or creature)), Lava Spike ({R}; 3 damage to target opponent), Rift Bolt ({2}{R}; suspend 1: {R}; 3 damage to target opponent (or creature))

And yes, the burn list is rather deadlocked ;)

Same approach but I utilize some tutors here to get Leveler into my hand (or on the table), and the Maniac is searched via 'transmute' effects. Also my version is modern legal. For Legacy I would use "Tinker" and "Counterspell"

OK, so we can already remove Doorkeeper, Chronic Flooding, Tome Scour, as those cards belong to milldecks.
Next question is, how do you want to beat your opponent to zero, fast with many small creatures or control his play and beat him with slower but stronger creatures. As this site allows many decks, you ca also built a second deck and try a different strategy.
Before you buy a card, try to print it as a proxy and test it.

Well, if you want to, we can try to work it out together.
Are these the cards available to you, or do you have other cards to (and perhaps are willing to buy some)
First we need to define a rough strategy of the deck: beat your opponent to zero life, reduce his library to zero or alternative measures (a special card that says 'when XYZ happens, you win the game')

Let's see which cards could stay, and which should be removed.
"Balustrade Spy"...Remove, he belongs more into a mill-deck
"Blood Seeker"...Stay (or put into your sideboard), if your opponent just plays some few creatures, the 1 point of lifeloss won’t hurt him.
"Child of Night"...Stay, until you find something that suits you better, as she lacks avoidance.
"Chosen of Markov"...Remove, cc3 for a 4/4 without any avoidance is just bad.
"Duskmantle Prowler"...Exalted is good if you just attack with one creature, otherwise remove.
"Falkenrath Noble"...Combined with a mass-removal he can be used as a finisher, otherwise remove. "Sengir Vampire"...Can be kept, expensive but good
"Shadow Alley Denizen"...Keep, as you play enough black creatures to use this effect.
"Vampire Nocturnus"...Keep, no more words needed I think ;)
Guildscorn Ward...put into your sideboard, as you don’t encounter multicolor-creatures every day.
Path of Bravery...Remove, your opponent always will have something so say about your lifepoints. Also cc3 for an unsure +1/+1 is not that good.
Spirit Mantle...Keep, cc2, +1/+1 and unblockable (creatures cant target him) is always a good thing
Crypt Incursion...Sideboard, useable when your opponent plays many spells that depend on his graveyard.
Dark Ritual...Depends on what will get out of this deck. If you feel that you need some mana-acceleration it’s OK, otherwise remove.
Demystify...Sideboard, useable when your opponent plays many (or annoying) enchantments.
Grisly Spectacle...Remove, belongs into a milldeck, and there are cheaper removal-spells.
Rescue from the Underworld...I would remove it, as it is rather expensive to play.
Shielded Passage...can be used to safe a creature from lethal damage, can be used but can also be removed.
Smite...Remove, you don’t want to block, you want to attack ;)
Whip of Erebos...Keep
Sorin, Lord of Innistrad...Keep
Blood Tithe...Remove, cc4 for 3 life is not good
Debt to the Deathless...very expensive and intensive in its mana costs (double black AND white), I would remove it
Eradicate...Keep, very useful to stop your opponent from playing annoying creatures.
March of the Returned...Remove, creatures die and that’s the point why you need 4 of them.
Rise from the Grave...can be used to steal an enemy creature from a graveyard, but is very expensive.
Solemn Offering...Remove.
Undercity Plague...sideboard.

And you should try to raise the number of lands to 20, or even 22
