I must say, a fine deck indeed, if not, for its cost at least. Now, there isn't much I can say that could improve this deck, but perhaps consider Reclamation Sage? I just think that a 2/1 that destroys an artifact or enchantment cannot be ignored - it has so much versatility. It may be for 3 mana, but I think it could have a place in this deck. Just an idea.

Genesis Hydra, Crater's Claws, Polukranos (His Monstrous Ability), Mistcutter Hydra - all for infinite, of course. And the creatures will have haste (But Mistcutter Hydra is the best of these, as he already has haste, and he can't be countered, and he has protection from blue). The combo is a little shorter with Market Festival, as you won't need tons of green devotion, in fact do you think I should focus the combo around that instead? I could add other cards to get to the combo pieces.

So I did realize that there was not enough green devotion, and the Jeskai Ascendancy wasn't doing crap. And there isn't enough blue devotion to make Kiora's Follower work. The idea is this: with a Nykthos, Shrine to Nyx, a Voyaging Satyr, a Sylvan Caryatid, and a Courser of Kruphix, as well as either Temur Ascendancy or Hammer of Purphoros, a Midnight Guard, and a retraction helix you can generate infinite mana. If anyone sees a way to make this combo not require so many cards, please point it out!

I love this deck. You have done a very good job with this, and I like the pool of cards you have chosen, and that you are open to recommendations. And that said, I have a suggestion of my own: consider running Treasure Cruise, possibly in place of Jace's Ingenuity. The reason why I think this is because, after casting a bunch of burn and counter spells, in the end it will end up costing less than Jace's Ingenuity. And, with it costing less, it leaves open the possibility of casting more cards (as you spent less mana to get three cards), which could pile into another Treasure Cruise. Of course, this is only my opinion. To go against it, you are running 4 Dig Through Time, which is an awesome delve card. But, just give it a little thought. And again, very nice job!

Well, the reason why I chose 18 lands is because of the VERY low mana curve. Besides from Obelisk of Urd, which you pay mostly with convoke, the rest of the cards are 1-2 mana. If I were running more cards that belong in the later game, I would add more lands. But due to this low mana curve, 18 lands seems to be enough. And actually, it averages to about 2 lands per starting hand. Here is my math: (18/60 = 0.3, 0.3 * 7 = 2.1).

I would add Mindcrank, although you would need a little more creatures, I think it would be wise if you considered adding it. But still, this is a VERY nice mill deck.

You should add Adaptive Automation because it will increase all of you kolbolds power and toughness and will become a Kolbold itself. Other then that, I think Kolbolds are AWESOME! I have never heard of them until now :)
