Infinite combos are still infinite. All the other person has to do is say "This is something infinite" to a judge and then he wins.

Or instant loss since a judge can say that you were intentional making an infinite loop and then disqualify you.

Depending on how much you want to spend, you can make this deck a LOT better.
I would recommend taking a more aggro approach with this deck. If you want this deck to be more aggro you can...

-4 Rakdos Keyrunes (Too slow for aggro)
-1 Stromkirk Noble (Decent, but Vexing Devil is better, and you need 4)
-4 Rix Maadi Guildmage (Decent card in general, but not for aggro decks)
+1 Vexing Devil (Should almost always run 4 for an aggro deck)
+4 Rakdos Cackler (Can't go wrong with dropping a 1/1 that can block or a 2/2 that can't on turn one)
-2 Carnival Hellsteed (Good aggro card, but you will be looking to win before turn 6)
+3 Hellrider (With Haste and aggro cards the one damage will start to add up)
-2 Bloodfray Giant (4 mana for a 5/4 trample that can't block is good, but Hellrider should take that turn 4 slot)
+3 Thrill-Kill Assassin (Decent aggro card but really here for the 2 mana deathtouch)
-3 Rakdos Guildgate (Having this enter tapped with an aggro deck will lose you games)
+4 Blood Crypt (Shocklands are too good to not have them in a multi-colored deck)
+3 Dragonskull Summit (Gives your deck more versatility if you can tap a land for more than one color)
-3 Swamp (With an aggro deck there's no need for 24 lands with a pretty low mana curve)
-3 Mountain (With an aggro deck there's no need for 24 lands with a pretty low mana curve)
+3 Deviant Glee (Helps with getting through chump blockers, and the +2/+1 is REALLY good)
+1 Bonfire of the Damned
-2 Auger Spree (The is a really good card but I think Dynacharge would be a little better)
+2 Dynacharge (Overload this and opponent's will be freaking out)

If my math is right that adds up to 60.

So with this deck you obviously want to take advantage of the Guttersnipe and Snapcaster/Resto Angel combo but I don't think you have enough spells to really do that.

I recommend:
-1 Restoration Angel
-1 Augur of Bolas
-1 Clifftop Retreat
-1 Sulfur Falls
-1 Think Twice
-1 Sphinx's Revalation
+2 Rewind
+1 Desolate Lighthouse
+2 Goblin Electromancers

Some other things to consider would be adding Temporal Mastery, Bonfire of the Damned, More counterspells, and Jace AoT

Otherwise I like the deck!

If I were you I would do these things:
1) Take out Izzet Keyrunes, 1 Island, and 1 Mountain for 4 Steam Vents.
2) Take out 3 Lunar Mystics for 2 Think Twices and 1 Snapcaster Mage
3) Take out 1 Talrand, Sky Summoner for 1 Snapcaster Mage.
4) Take out 1 Thunderous Wrath for 1 Bonfire of the Damned.
5) Take out 3 Essence Scatters for 3 Rewinds.
6) Take out 3 Negates for 3 Dissipates.

All those changes are at the minimum.

Maybe you can pull more ideas from my Izzet Deck?

For starters you should be running Steam Vents. Replace 2 Islands and 2 Mountains with 4 of them.

You can take out the 4 Delver of Secrets for 3 Snapcaster Mages and 1 Talrand, Sky Summoner
That helps you activate Guttersnipe more and strengths your late game with Drake tokens.

You seem to have a good amount of creature control but just to be safe I would replace 1 Pillar of Flame and 1 Searing Spear with either 2 Cyclonic Rifts or 2 Rewinds.

Overall, looks like a good deck. Hope I helped a bit!

When decks are called "Mono" it means they are one color and only one color. You should have the title as something that makes sense for the deck.

Doesn't work well in this particular deck.

1) No target for Dissipate
2) Bonfire's X becomes 0
3) No logical target for Redirect
4) No logical target for Rewind
5) Can't Overload Cyclonic Rift

And that's if you get lucky enough for all of them to be Instants/Sorceries
