You can still play it, just in modern Or just find substitutes for the cards that have gone out. But that appears to be most of the deck. But from what I've seen, it could possibly do well in modern

Drop Tormented Hero There is no real need for it in here that I can see. Its heroic ability can't really be used, so I don't see a point for it
What about Phyrexian Arena or something like that? Because with Burning Inquiry, there is always a chance that I will discard Torpor Orb

You need moar lands if you're playing Dimir. Infect that has an average of turn 2-5 winnings has 10 lands. Compedative Rakdos has 22 A slower Dimir mill deck has 24-26, but I'd stick to 24 Maybe lose the Mind Rots and a Hover Barrier and add in 4 more lands I'd personally go 2 Rogue's Passage, 1 swamp, 1 island

If he uses Boros charm and Boros Reckoner, then there is white mana. although a few more white spells wouldn't go astray
Yeah, drop the charms. Boros charm is better But Ultimate Prie could work
