I've just been playing Dimir and Cipher since the Gatecrash prerelease so I just really understand it

Rubblebelt Makka is used because of the {R} Bloodrush cost.
It is +3/+3 for A MOUNTAIN, but I do agree with you on one thing: moar burn spells

Control is common at the moment but it is harder to find a mill deck
Even so, you should be able to do some damage

Slaughter Games is a Rakdos Sideboard card to deal with control players
If you're in a tournament with this, then they'll either wipe you wout before you can clone Biovisionary OR swap in Slaughter Games to destroy your main win condition

Irreivant. Both Flame Slash and Magma Spike are too slow for this deck being sorceries
Instants are casted in their turn mainly for this deck

What if I go 2 Vexing, 'Cos Cackler is moar permanent than Vexing
I also want it to only be instants, not sorceries. Besides, if I start using Cooshie's deck cards, there'll be another deck rampage of internet yelling and fighting. If you remember the DIFM incident of 10 minutes ago

Anything to change
(within reason): I'd like to keep it fairly the same; same ratio of creatures and burn spells and so on

Memory Adept is mill 10 for his +/-0 ability
Traumatise is mill half of the deck

Hey, Rome wasn't built in a day and neither was my deck
Truth be told though, I don't have the Memory Adepts, instead I have a Trauatise and Reap Intellect until I get them

So MANY different cards! You should reduce the amount of x1 cards in here and have more x3 and x4s
Just see what really does work in here and reduce your variety

If you have the time of course

Swap a Whip of Erebos for another Spear of Heliod
Also a Rootborn Defences could work

If you're playing Vraska, you may want to use something to make it unblockable e.g. Rogue's Passage

I can see using Zhur-Taa Druid, so maybe sideboard it
It is more damage after all.
