In my mind to make Alesha amazing for EDH, you need creatures to abuse with her ability, stuff like Avalanche Rider, Karmic Guide etc. Things that if they are constantly being moved around become insane. For your sac outlets, I wouldn't want creatures alot, and if creatures, cheap with good effect, Viscera Seer being a good one, being able to constantly generate value.

If there are combos open to you, I would put them in here. Kiki-Jiki + Restoration Angel/ Village Bell-Ringer, or Sac Outlet + Anafenza + Murderous Redcap. All of which can be put together via Tutors to kill outright.

Another good kill value card to add would be Blood Artist also, to abuse the sac part of this deck.

It looks solid, I play the Legacy version of LoamPox myself, so I'll try to keep to budget choices while keeping it still competitive and fun.

First big thing, maybe some Manlands, in particular Treetop Village, not expensive, but still very powerful, great to recur with Loam.
In the main I can see you putting in some Raven's Crime, Legacy Pox wants to start tearing into a hand Turn 1, and Inquisition and Thoughtseize are pretty expensive. Raven's Crime also works amazing with Loam due to land recursion.

I did some looking into it, and tried to find a good replacement for Nether Spirit, but it's pretty tough. The closest thing is Bloodghast, but they are sitting around $12, which is not very budget, so the next thing would be Nether Traitor, ($5ish), works pretty nicely with Necroplasm as it will eventually kill itself and thus trigger on it.

You do have Hierarchs though, so the possibility of Turn 2 Geist and Turn 3 Siege Rhino does sound pretty enticing.

For Tribal Zoo, I feel like you tend to want to go a bit bigger then your traditional Naya Zoo, in that you want like Geist Of Saint Traft and Siege Rhino to just abuse your color access.

Alright, the way I see this working is to take the full aspect of Black in, so I think you want Hymn To Tourach in here also for powerful disruption. As well as the full playset of Liliana, this'll pressure your opponents nicely.

Next, creature base, we want cheap and high impact, so I went and did some research, and came up with these being probably the most effective Zombies:

Grave Crawler - Cheap recursive threat
Cemetary Reaper - A Lord that also doubles as grave hate.
Diregraf Ghoul - Cheap aggressive
Gurmag Angler - Giant zombie, which can be very cheap on cost.
Shepherd Of Rot - Can deal quite a bit of damage, a bit iffy though.
Withered Wretch - A Bear with grave hate capabilities.

For the mana base, you can do a number of different things.
Cavern of Souls - Great way to stop countermagic on your creatures.
Wasteland - Pretty much a must in mono color decks.

If your mana cost still seems high, I would think on using City of Traitors and Ancient Tomb for more powerful ramp to reach your bigger creatures.

Before I throw out some options, will this be Budget-ish, or do you want it to be hardcore competitive.

If you cut the Divining Tops and the Counterspells for:
+2 Snapcaster Mage
+2 Mana Leak
+2 Spell Snare
+2 Various removal spells, Dismember, An Additional wrath, perhaps even an Ojutai's Command, it seems solid as a nice 1x.

These will make it Modern legal, and still seem very playable.

This deck wasn't standard originally, I was setting this up as a Modern list.

Well to go full control these are gonna be your musts:
Cryptic Command
Remand
Mana Leak
Spell Snare
Snapcaster Mage
Damnation

These will probably be the base of a control shell in U/B

For milling your opponent to death, Glimpse is the most powerful, albeit being a sorcery, Thought Scour works, and you can have the Nephalia Drownyards in the main to give continuous mill.

You can then fill things up with Disruption and removal, stuff like Thoughtseize, Inquisition of Kozilek, Slaughter Pact, Dismember, Ultimate Price, Victim of Night, Go For The Throat, various edicts.

Well, if we go in the way I know more about, which would be the competitive idea, I would build this to be this hardcore control type deck, with milling your opponent out being the win condition.

Like no creatures, wraths, counterspells, that kinda control.

Question before I start throwing out ideas and recommendations, are you trying to push this into being a competitive deck?

If you cut the two Heelcutters in the main, you could cut down to 17 lands pretty safely. It would have to adjust the sideboard a little also if that ends up being the plan.

I don't think you really need Stormbreath/Sarkhan in this list, you want to be able to consistently curve out for maximum devotion once you reach Fanatic, and I can see cutting down to maybe 2 Scouts.

The cards to bring in would be the Fourth Eidolon, the card can just screw most decks or lock out some. For more three drops I would recommend Rabblemaster, he doesn't give much devotion but he seems too good otherwise.

I would cut some Chief of the Scale, the Ascendancy and Elspeth, for your kind of deck you don't really want them as much.

Good things to replace them would be a playset of Goblin Rabblemaster, source of goblins for butcher and pretty much an army in a can. As well as more removal, such as Stoke the Flames and Ultimate Price for good examples.

I feel like this is on the right track, but there are definitely some card choices that can be improved on.

The Equipment, this deck doesn't feel like one that wants them nor can find a way to abuse them.
Go For The Throat is a good removal spell, but not the best, if you need good cheap removal, Victim of the Night and more Dismember are just better.
Duress would just be better as Thoughtseize.

For other spells in the maindeck, I think you want the full playset of Liliana and Bloodghast, Nether Traitor is alright, but not as good as Bloodghast, You should also be running a full four of Grey Merchant. Gravecrawler seems ok, but not a premium creature in my mind.
Other really good creatures could be Vampire Nighthawk as a brick wall to big creatures, Hell, even Pack Rat is viable in Modern still.

I would also recommend Phyrexian Arena, the card draw and devotion would make it absurd.

And the sideboard is tough for a Mono colored deck, I could see some more hand disruption, Burn could be a problem so you would be forced to use Dragon Claw as a form of life gain and hate. If you need a wrath, then Damnation is the prime candidate.

Yeah because it's actually card for card the Legacy Storm lists, the Lion's Eye and lands being the only differences.

But in all honesty you could still effectively play the deck without original duels, the Diamond is what makes the deck go nuts with the Tutors.

To call this casual is kinda false, if you swap Mox Diamond for Lion's Eye Diamonds, and you pretty much have Legacy Storm on a competitive level.

I would have a 1x both of Minamo, School at Water's Edge, and Oboro, Palace in the Clouds in the main, it makes you able to survive Chokes and Boil.
