i have a deck like this one once, not much of the variaty of the spells you got here now, but i have a set of duress, recoil, deep analisys and edict , 2 braids cabal minion for further control and a spellbook and complusion and a tutors for back up for the wish.
no counterspell? i'd go for a set of counterspell rather than mana leak by late game. rewind is a good counter as well. temporal adetp is a great creature control for mono blue.
well, for distress it's 2 black mana, most people would prefer duress or hymn to tourach
i see, plated sliver and virulent sliver would fit here as well since it's 1 mana and will correspond to ur white and green mana base. but ur's make sense as well. :)
