Agro is all fine and dandy but it still has to run. Homing will make it run without having to spend so much money on land. Sliver hive, cavern of souls, manaweft, and homming. Can't get stuck due to mana. Then you can drop the expensive lands for simple bant trip lands and basic land.
Drop aethier vial for descents path. Cycle through the deck instead of getting stuck without cards in hand.

Brave the sands over high grounds then? It would tie in with builders blessing.

I love zombies, if you make proxies for those cards let me know. If your interested http://www.mtgvault.com/zeddreth/decks/twisted-zombie-mill/ is a zombie mill deck from inistrad and ravnica blocks.

Angel of Glory's Rise is the counter part to zombie apocalypse. Unruly mob and more thabian doomsayer.

Zombie apocalypse would be perfect for the duel deck finisher, and read the bones would help out for draw effects. Also I'd look into some of the older zombies. Boneknitter, Shepherd of Rot, and Gempalm Polluter would be really funny here.

My friends and I are the same way, we play every few months. My budget decks are a little more pricy 50-100 range, but they will take 6 months for me to build. Anyway you may find http://www.mtgvault.com/zeddreth/decks/zombie-madness/ entertaining for a multi player game. Drop the maelstrom pulse and the price goes down substantially.

Not a bit. Life happens, magic is just a filler.

Just stumbled across Auriok Steelshaper. I think he would go great here.

The only reason I can see strategically to add green to a faerie deck is for a parallel lives + leyline of vitality + bitterblossom combo. Free tokens every turn that will heal you. A draw effect would be nice as well.
I agree with you on the lore of faeries, but the creatures just don't exist in green to support it well.

Definitely something I would recommend to a new player who wanted to make a goblin deck cheap.
Good job.
Perhaps you could add non budget deck to the side board. Cheap vs Expensive lists.

I like where you're going with this. Check out my mono blue deck how to play. It may have some ideas to shorten your deck list. http://www.mtgvault.com/zeddreth/decks/my-turn/

Shamantic revalation could replace the draw effect if you really need life. -2 heart and -2 synapse for homing. Your draw effect is strong enough as it is, and no one will kill off something that gives their slivers haste as well (assuming that your friends are like mine and wont play a sliver deck vs anything other than a sliver deck.)
