why have shocks with black and blue in them. if you're going to play a shock off colors you might as well just run basics

goyf all depends on what deck you are playing against and how your draws go. sure you could get the fetch t1 so he's a 1/2. if you don't draw any of the bolts and if your creatures don't get killed he's only a 1/2. sure he's good but i personally haven't seen him perform well in zoo through what i've seen. it's all up to you i'm just saying from what i've seen he isn't the best choice for an aggro playstyle
though goyf is good, he is just too slow for a zoo deck. i noticed you said you don't like rancor but it can put out a LOT more damage over time than a goyf can since he doen't work as well in an aggro strategy as in a midrange/control strategy. I would replace him with ape/lions or rancor.
you should switch the commanders for inkfathom infiltrators and a sygg river cutthroat. maybe 1 sygg and 2 inkfathom?
cosi's tricksters just seem a bit too unreliable. sure it can work well sometimes but even against a lot of decks the ability may only go off 2 maybe 3 times. there aren't too many shuffle abilities other than ghost quarter, fetch lands, PtE, and ... I can't even think of any others
I really like the idea of using tezzeret in this deck. are you finding any trouble casting him with the mana base?

For the SB i would suggest vexing shusher against the counter heavy decks.
i know one card that would dominate this deck. Grand abolisher hitting the field pretty much means game
door of destinies is helpful but too slow for goblins, use coat of arms instead. It still provides a giant boost for your goblins but it works the turn you put it down
five alarm fire is a card that is great in goblins especially when you're rushing with a massive amount of goblins
i hear ya on the budget part, you ever thought of moving to Online? you can get cards significantly cheaper. though it's not AS fun as IRL because you miss the player interaction
i get the theme here but why is there no kilnmouth dragons in here? I am a long time dragon player and i will say that kilnmouth is SO good he almost shouldn't be left out
you don't choose the "tag" thats just an indication of what colors the deck is. not every decks has to be related to ravnica's guilds

as a long time dragon player (my first deck :D) KILNMOUTH DRAGON.He is the most absurdly powerful dragon you can have a dragon deckI would replace the 2 tyrants and 2 shivans for 4 of him. the shivans are OK for a dragon and the tyrant isn't as good as kilnmouth. You could put the tyrant in the sideboar if you face an artifact deck.Dragon egg and clockwork dragon are pretty bad for a good dragon deck, you could replace them with more dragons like mordant or hellkite charger OR you could replace them with some ramp like seething song, explore, geosurge even.Some more ramp i have found to be really useful is the red amulet (can't remember the name >_<) that makes all red spells 1 colorless less and Caged sun, a really good ramp spell.I may be biased as he was my first mythic but Koth can be really good for ramping your mountains.As i just now realize, all my suggestions ar emostly because my dragon deck is mono red. They are still helpful in a multicolored deck but mono-red is something you MAY want to consider.If you went mono-red you could use quicksilver amulet instead of elvish piperHope i helped!
i don't know about the 4 scepters with 4 instants. I would go 2 scepters but that's just me
is this deck supposed to be modern legal? It most definately isn't. kaalia isn't legal and dragonspeaker is also non-modern legalseething song and/or geosurge are really good cards for a dragon deck although they push you more towards mono-red
