I love taxes, but your curve here is pretty poor. I think you need to cut from 2 and add to 3 if you want the deck to pay consistently. Maybe 2 more 1 drops as well considering Brave the Elements doesn't count.

Personal preference: Cut 2 despise and 2 duress for 2 Ob Nixilis and 2 Ruinous Path. Thats just me though.
I'd caution against dash hopes but otherwise very much yes. And you have blue on the magisterial so 1 cmc counters too
Also, hyena umbra and other totem armor will do better than Not of this world.
Cut 2 mob-mentalities for 2 more ethereal armor and you've got a deck.
Maybe you could sneak it into a storm shell with cabal ritual and dark petion>alternatively, just play esper control around what you've got.
I don't think this can work as is for lack of early anything.
HAve you considered adding dark ritual because this is one of the few decks where I could really see it shining.
Proteus staff is a very effective backup plan to polymorph, and can often mistakenly get opponents to board in artifact hate that is otherwise useless. Though I see your point.
Don't you want to max those citadels for boom?

Agreed, much better than Polis Crusher. How about 2 atarka's and then cut something for a ramp spell like search for tomorrow.
However some of your land choices have me extremely confused.
Cut suture priest for ajani's pridmate and I think you have a very solid modern deck here.
The addition of faithless looting has been a huge boost to actually getting your rallys. So Im pretty pleased so far.
instead of vampiric rights or shadows, just put 4 evolutionary leap. Trust me.
I think Temur Charm looks pretty weak. I know it has plenty of modes but have you tried it? I haven't so Im honestly not sure if you'd do better with something else there.
As you have it now, you dont even need springleaf. Maybe add another damage source?
