Add white for tempered steel?

This has a lot of potential but there are better options than some of the chosen cards.
First cut the dictates for another amulet, another bloom, and another verdict.
Next, cut defend and deliverance for holy day and another white 1cmc fog effect.
Finally change your gates so that white is dominant and I think this will work really well.

Polymorph is easier to counter, although I generally agree.

Oh I forgot, You could add sivan reef to your manabase as well.

Next Step: The curve is still a little off. You'll want to cut one more thing from your 3 slot for something probably at 2. Unfortunately your options for that are pretty poor. If you do, it would probably be for some removal like roast or reality shift.

Also, throw the word budget in your title. More people will look at the deck, and its a great deck for under 20 bucks.

Based on your colors, I would cut three spell shrivels for 3 blight herders. I would probably also move Horribly awry to thesideboard in favor of a set of Ghostfire Blades.

Interesting Deck you have going on here. I feel like there is a lot of exile but very little to process that exile. Also, I dont like ulamog's reclaimer here.

Looks like a good time. I would strongly suggest cutting ivy league denizen for another mana dork.

You only have the 1 sac outlet though. I would highly consider adding a second ne like the 2cmc vampire, or evolutionary leap.

Well you also have skullclamp, but ya more sac outlets would be good. There's always the 2cmc vampire if nothing else

Grave pact is better, but yah certain ly is. Again, assuming you aren't super competative.

Cauldron haze could do some really cool stuff here.

I feel lke you could get evolutionary leap in the main board and be very glad to have an early repeatable sac outlet. The nantuko husk is good but Ivenever been a huge fan.

I see what you have going on here, but if you are looking for something more competitive, I can certainly recommend what I would use.

For me:
+1 athreos
+2 black cat
+4 zulaport cutthroat
+2 cauldron haze (This is so abusable)
+2 skull clamp
+4 shambling goblin
+4 viscera seer

And Id cut the high end and less effective cards:
-4 gravepurge
-3 bloodflow con
-2 butcher of malakir
-3 blistergrub

I hate to say it, but I think the CutThroat Kitchen deck pretty much does exactly what you want to do, except adding cauldron haze and having you x/1s trigger death twice is very powerful. Also skullclamp is banned in modern if you care about that. Cause its amazing for this deck.
