I honestly don't think the Black is worth it for this kind of deck in modern:

Humans gain way too much from Mono-white as a tribe.

Interesting. I'm antagonized at least.

Mana Tithe is awesome. I ALWAYS go 4-of in White Weenie. Example:

I don't think some of the card choices from Pod apply in a Post-Pod world. Also I think that the mana dorks are great for ramping into pod to chain off, but less great at ramping into ... collected company ... for more mana dorks. Company is so much less reliable. That's why the other guy was running Congregation. We both know Congregation is terrible, but I think perhaps we can still make Company better by adding a few more midrangy dudes to the list to get natural Company value from. Siege Rhino, Goyf, or Thrun. Things that are threats beyond the combo and make "whiffing on the combo kill" less harmfull, because you can still grab a rhino and a birds for value.

That's for Sideboard Options, you can choose to not include it if you have no Green in the SB though.

There are quite a few available on TCGPlayer right now for less than 2 dollars.

The problem then becomes what happens when they Anger of the Gods, or Pyroclasm? It's good to be able to save everything. Also it is awesome to be able to give the whole team evasion, instead of just one guy. Scry 1 is cool and all, but Brave the Elements protects more things.

This is honestly neat.

28 lands seems high though. Maybe 26 and 2 thoughtseize?

Ok, comments:

1) Lightning Bolt (since you're running shocklands, lightning bolts are penuts in the $$ dept.)
2) See this deck:
http://www.mtgvault.com/imfromnasa/decks/modern-rakdos-deck-wins/
You might ask, "Why NASA, since you run bloodchief ascension do you not run mindcrank as well?"
My answer would be "Because look at your deck. It's not a combo deck. It's an aggro deck with 4 cards that belong in a combo deck. Take them out."
3) FINE, if you want it to still be a B/R combo deck after all that...
3a) Disruption (Inquisition of Kozilek, Thoughtseize)
3b) Creatures: Eidolon of the Great Revel, Grim Lavamancer
You seem to really like Return to Ravnica block dudes but... they're not really that good for what you're trying to do.
3c) LIGHTNING BOLT

When you set out to make a deck, you invision it as one thing, but sometimes you end up building something completely different. And that's okay.

Happy Brewing,

Lightning Bolt is less than 2 dollars. It's been printed a million times and is the absolute best at doing it's job. Pretty much everyone has them too, so playing them isn't really a budget decision. Lightning Bolt should be a 4 of in pretty much every red deck.

I've seen dedicated mind-crank decks (Blue-Black-X) do a pretty consistent T3 kill game 1. I think the fastest this deck would hit it would be 5 or 6, assuming that there's no disruption.

More likely, the combo doesn't go off at all because A) you either kill them with damage first or B) they kill all of your dudes and then watch you languish with a field that can ALMOST kill them as you desperately hope for a burn spell that doesn't come, or comes too late.

There's only 1 counterspell in black for a reason. Black isn't supposed to have counterspells. Dash Hopes is a trap, don't use it, use Inquisition of Kozilek or Thoughtseize instead.
