You have quite a few cards that rely on instants and sorceries, but not that many instants and sorceries. I'd cut the copies Brimstone Trebuchet and Curse of Bloodletting in favor of cheap burn spells, like Lightning Bolt (or Lightning Strike if you need budget) or Magma Spray. Quest for Pure Flame can also be a budget option for ramping up your burn, especially when you have several instances of damage hitting separately.

Parallel Lives is basically the same card as Anointed Procession, but in green.
If you have a white creature already on the field, Battle Screech is basically 4 mana for 4 1/1s with flying.

Goreclaw, Terror of Qal Sisma is a solid enabler for your big dudes in general. Colossal Whale can be nice temporary removal. Stormsurge Kraken has a solid statline with hexproof and card draw. Spearbreaker Behemoth is pretty fantastic at preserving your big boards. Wonder is nice, sometimes better than Archetype since it's a bit harder to remove. Prime Speaker Zegana can be a big draw bomb.

I'd recommend a Simic Signet (if nothing else, it's usually better than Keyrune; 2 mana for 1 mana vs 3 for 1). Traverse the Outlands is a little expensive, but it's potentially massive ramp for you. Return of the Wildspeaker is pretty solid for your deck, not only as an instant speed +3/+3 to your board, but you seem to routinely have giant non-humans, so it's also a great source of draw.

Pongify, Rapid Hybridization, Beast Within, and Reality Shift are some great spot removal for Simic colors. Engulf the Shore can be a one-sided wipe depending on the board state.

Elemental Bond and Colossal Majesty are both relatively constant card draw for you. Lurking Predators isn't ultra budget, but it can be a great way to cheat out board presence, especially in a multiplayer game.

Lastly, I'd recommend changing up your mana base a bit. You should put in at least a few lands that can tap for both blue and green, since relying just on basics can cause some mana fixing issues. It doesn't even need to be expensive, you can put things like Thornwood Falls, Yavimaya Coast, Woodland Stream, or Simic Guildgate. Terramorphic Expanse, Evolving Wilds, and Ash Barrens can also be nice for finding the right colors. Also, you might want some utility lands like Mosswort Bridge, Reliquary Tower, or Halimar Depths.

Deck looks pretty fun, hope some of these suggestions are helpful.

If you want to maintain your tempo, you'll want card draw. I'd recommend Invoke the Firemind or Fascination.
A card that I absolutely love for Izzet is Crackleburr. It is incredible, boasting repeated burn and bounce, granted you have a couple other creatures on the field. Gelectrode, the Cyclops, and the Dragonauts will all synergize very well with it.
Sphinx-Bone Wand is a potential card for late game power boosting.

I wasn't designing this to play at a modern event myself, I was just making something I thought would be pretty good and fun to play. This deck is way out of my price range and I pretty much only play casual games with friends anyways, so I won't be able to tell you how it performs. Sorry about that xD

While Mesmeric Orb is an interesting idea, it wouldn't benefit from Orb of Dreams or Frozen Æther since those cause perms to enter tapped, rather than tap immediately after entering. I'm thinking I should swap 1 Howling Mine and 1 Font of Mythos for 1 Orb and another Wheel.
EDIT: I misread the Orb and thought it said "whenever a permanent is tapped". I still don't know what I would remove to make room for Frozen Æther or Orb of Dreams, though.

Well, for starters, you're short 5 cards. I would fill that in with lands, since you have a high mana curve.
I don't think Xathrid Ring is a good fit for this deck, since you are likely going to be sending lots of creatures forward, eliminating the need to boost a single creature. Door of Destinies would probably be much more beneficial to you.

Here are some ideas that might make it a bit stronger. I also included some cards you could take out to make room (only suggestions).
-Some more zombie-boosting cards might be a good idea, like Cemetery Reaper. Possibly swap for Ghoulraisers.
-Grave Titan is a solid token engine. Possibly swap for Spirit of the Night.
-Ghoulcaller's Chant is good for grabbing zombies that you lost earlier. Possibly swap for Pilfered Plans.
-Havengul Lich in combination with Rooftop Storm lets you cast any zombie from the graveyard for just 1 colorless mana. Possibly swap for Shambling Attendants.
-Lich Lord of Unx would be great here. 3 mana for lots of lifedrain and possibly more zombies (if you have Undead Alchemist out). Possibly swap for Walking Corpse.
-Since Phenax seems to be the pivotal mill card in this deck, a tutor card might be a good idea. Diabolic Tutor is a solid choice, and it can be used to grab other cards when you need them. Beseech the Queen can also be a good option. Possibly swap for Paranoid Delusions.

These are just some things that I thought of, and I have no idea what your budget might be. I hope I helped!

Some ideas:
-Sphere of Safety should absolutely be in this, as it is a pillow fort based on enchantments
-Propaganda and Ghostly Prison are also good for pestering opponents who want to invade your fort
-Banishing Light is basically a better version of Oblivion Ring, since they can't bounce the ability back at you
-Greater Auramancy is similar to Privileged Position to keep your stuff safe
-Aegis of the Gods and Leyline of Sanctity are both great to save you from burn, mill, and sacrifice
-Spectra Ward on Cromat lets you kill them in just 3 turns (or less) thanks to commander damage
-Any of the Archetypes from Born of the Gods would help out here, but the most useful one overall is likely Archetype of Endurance
-Asceticism is also a good enchantment to give hexproof to your creatures
-Painful Quandary slows down your opponents and is just plain mean
-Celestial Mantle and Boon Reflection are great for speeding up lifegain

I didn't really know what you wanted, so I gave lots of ideas. I don't know what you would swap for them, but if you are going for a pillow fort feel, I absolutely recommend Sphere of Safety. I play a rainbow EDH with Cromat as my commander, though I have been considering switching to Progenitus as the general.

I would swap the Phyrexian Digester and Contagious Nim for Corpse Curs, to rebound lost infect creatures (such as the Hand). I would also definitely swap the Gnarled Effigy for a Contagion Clasp.

Personally, I would drop one Rhystic Tutor and one Gush to add two Scepters, as I would see more consistent protection a bit more valuable than a couple extra cards. As for the Scepter tapping, you could save it for not just the first attackers, but for the most threatening player. If it bothers you that much, you could drop another card (I would drop the other Gush) for a Voltaic Key, to untap the Scepter for another use. These are simply suggestions, and I don't know how well they would work out in this deck or how important Gush is to this strategy.

Sidenote: If you are truly aiming for optimal conditions, why not Ancestral Recall? If you are just getting proxies, the exorbitant price wouldn't matter xD
