IMHO Silumgar wins games, so does PLA, if anything i could drop dissipate for the silence the believers. Forgot about that card to be quite honest.
liliana of the veil is my only suggestion but again budget and maybe some thoughtseizes (10 or 12 dolalrs)

Type your deck name...19 seems about right actually. you really only need 2 mana to get to a good start and either a carytid or a mystic in hand as well. hit a salvage take the land hit commune same thing. It runs pretty well with 19
he was the inspiration for the deck.

I would cut the silence and doomblade for 3 lands bringing you to 24 becuase of your CMC with creatures it makes sense. Ultimate price is more sideboard as is boros charm. I would maybe run angel of serenity as a beater/late game removal spell. Rakdos returns seem really good as a 2 of. Hero's downfall is a must mainboard!!!!
Cards like Defend the hearth, Druid's Deliverance seem like they would find a good home in this deck, even ashiok seems good here
