I've tried making an esper deck based around this strategy. The only problem is it didn't work, not because of mana, what I was drawing in the process. It DOES work, you just have to give it a chance

I would personally find a way for more aberration and maybe some cypher onto Mirko. Paranoid Delusions + Mirko + Aberraitons = pissed off opponent
I'm tempted to build my own version of this deck now. Good on you for showing those who have little lands up!

You forgot to mention Consuming Aberration in there. His ability combined with Cypher is a very annoying combo
They'll almost always lose the 20 life sooner then their deck
I would recommend Orzhov Guildgate for this deck

I don't like Rakdos Charm at all, I have no use for it. You could try swaping it for some burn I'd also swap the Carnival Hellsteed and Scorchwalkers for Spike Jesters Try finding a way for Exava to make an appearance
To be brutially honest with you, this isn't much of an infect deck. You have WAY to many creatures, and no where near enough buff for a good infect. And most buff cards are between $0.25 and $1! Scrap the Rogue's Passages and the Vraskas You are also missing one of the most important cards to all infect decks with green in them: Glistener Elf, a 1 drop 1/1 with infect I play a G/B infect that can also be cheap, just ignore the dual lands in it: http:// www.mtgvault.com/s0rinmark0v/decks/infect-deck-wins/
You seem to have a common problem that almost everybody seems to have with building a mill deck, NOT ENOUGH MILL SPELLS! You seem to concentrate too much on the removal. There are so many better options for mill than what you've go here, like Psychic Strike as a counter spell is great in Dimir Mill. I'd also swap a Mirko Vosk for another Consuming Aberration One possibly excellent combination for a deck with Mirko Vosk, is using Paranoid Delusions with him
Since your playing a surgical extraction, 2 cards from RTR block may help you: Slaughter Games and/or Reap Intellect. I know that the deck is Blue Black, since you have Breaking//Entering in here it is labled red, how sad :'( Reap intellect may be really helpful since you get to search for X cards and exile ALL of them with the same name
No, normal summoning sikness rules apply. The text is also another way of saying "loses defender for the turn". Since there is no mention of haste, then there is obiviously no way that it can attack without a haste spell
