Goblin Lackey and Siege-Gang Commander are two of the best goblin cards, and they work really well with Grenade and War Strike.
Could use a few more creatures, Vendilion Clique or Goyf would be good. That would give Jitte more opportunities to get counters and do its thing. Sensei's Divining Top would be awesome as well, especially with the miracles and fetchlands.
How do you plan on using Mortal Combat if you only have 18 creatures?
I hear Petrahydrox is a baller.
Pretty sweet, but how often do you draw everything you need before the opponent kills you? You could try adding some black tutor cards or splashing blue for cards like Brainstorm and Ponder to speed things up.
Rakdos Cackler is good no doubt about that, but when compared to other cards on the list its pretty lackluster. Take a look at Goblin Guide, its a 2/2 for one mana that has haste and can block.
I added many of these. Remember though that not every one-drop in a deck deserves a spot on this list (Putrid Imp, Darkblast, Cursecatsher, Signal Pest, Tragic Slip, Lava Spike, Forked Bolt to name a few).

The problem with Vexing Devil is the choice it gives the opponent. Its a pretty good card like you said, but in certain situations it can be useless. Vexing Devil is always the spell the opponent wants, not the other way around, just like Browbeat. Lets say the opponent is at 3 life, its mid game and they have a 6/6 Knight of the Reliquary out. You topdeck a Devil. If you play it the opponent will choose the 4/3 creature because they can block it rather than take 4 and lose. As another example, if the opponent has cheap removal in hand or Ensnaring Bridge or something Devil becomes an advantage for the opponent, an opportunity to play to the strengths of their hand. Besides, Ball Lightning is really good in practice. Most of the time it kills a creature AND does some damage.
I would do that if I was making burn, but this is a little bit different. Burn runs lava spike and flame rift, but I don't like burn as much as this build. Its a pretty small technicality, but it does make a difference in actual play. Burn tends to run out of steam and go in to topdeck mode really easily, RDW usually doesn't. Flametongue Kavu has been lackluster though, any suggestions for a replacement creature?

Harrow seems like the fastest ramp spell for this deck, followed by Nature's Lore. Other stuff like Rampant Growth and Cultivate would slow the deck down because they get lands that come in tapped. This deck relies on fast starts, so tapped mana early in the game is a bad idea. Harrow gets two untapped lands straight into play, which you can immediately use to play another creature. However, (if you need any ramp at all) you might be better off with more creatures like Llanowar Elves because they can be boosted by Giant Growth, Primal Bellow, Rancor and Overwhelming Stampede.
Harrow could work really well. Turn 1 forest, Llanowar Elves. Turn 2 forest, Harrow then Strangleroot Geist. Turn 3 forest, Khalni Hydra.
You bring up some good points, so let me try to cover everything. All the burn helps with small problem creatures if they need to be killed, but at the cost of not helping the aggro game by burning the opponent directly. Any creature that is out of burn range will generally have a pretty high power as well, so Swords becomes more costly to the game plan, where PtE's drawback seems less relevant. I will test both to find out, 3/1 split for now. I think 2 Pridemages with the third in the side is what I want, my meta runs a lot of Jitte. Ram-Gang and Watchwolf are just place holders because I don't have Goyfs. But, since this is to refine decks to the best they can be, why not. Maybe I'll add a couple Pyrokinesis to the sideboard to deal with those early game creatures, what do you think? -1 Ram-Gang -2 Watchwolf -1 Path to Exile -1 Pridemage +1 Swords +3 Goyf +1 Loam Lion

Good thought, but Swords gives the opponent life. This deck is all about killing as fast as possible, so helping them stay alive is kind of a bad idea. As for Loam Lion, I want the deck to stay focused on green and red so the mana base doesn't go bad.
