Actually the point of the article is just after the beginners stage when you have a deck and want to improve your game and rise above the group of friends you've been playing with so far, the only issue is, FNM is run different everywhere!

I'd go straight for 8 fetches and rabblemaster, if you wanted to slow it down, more land and Stormbreath dragon and the 4/1 phoenix that's name eludes me
I think he has a pretty good point about splashing, I'd like to see it Sultai so you have green self mill support, blue disruption and all the pretty cards like baleful Strix and the hexproofers. If it wasn't on a budget, I'd be throwing in a playset of deathrite Shaman ASAP! XD
My mate came 4th at game day with this, however he added Rabblemaster, which mostly he sided out so I just cut them completely, the deck is easily expandable as well, which is why it helps the article too

you can have a T2 kill reasonably easily with Nivmagus elemental, all you need to do is munch 2 phyrexian spells, then cast tainted strike and assault strobe
Yes it does, which is why prowess still happens if it gets countered
