I....don't see how Mishra works for this deck. To me it seems like just the color scheme, in which case there are numerous other grixis commanders that would actually do something positive. Possibility Storm works just fine without Mishra, and seeing as it is a commander deck, Mishra's ability is useless unless you just want a library shuffle.

Bacsojin is right, aside from dispersal, you have no response to anything that gets on the field save chumping an electromancer. I would scrap the black mana and spells like that, replace them with some izzet creature hate cards (still trigger the blue spell mill).

Too many creatures, not enough instant/sorceries

I would drop 2 electromncers (for the reasons mentioned above), as well as a Niv. Would replace with perhaps anenigma drake or two, or sinister sabotage.
