I guess what I mean is, like walk me through how to play this deck. I love the flavor, but cannot see through it to its function
You have a lot of cards that ask you to sacrifice stuff, mostly creatures (Ashnod's Altar, Tooth and Claw, etc.) Yet you have very few creatures, and of those creatures even fewer you would want to sacrifice for anything. I would definitely replace this with other, more effective cards. Maybe some mana rocks to get you going a little faster (Fire Diamond, Ruby Medallion, Darksteel Ingot). Or consider some removal spells like Lightning Bolt to help clear the board.

While I do like Karmic Guide, since it is a spirit it does not really mesh with Kaalia. You could perhaps replace it with a dragon? There are plenty of really good ones that don't need a whole lot of synergy aside from Kaalia
I believe Debtor's Knell and Blind Obedience are technically also considered black cards, and thus cannot be used in this commander deck (because your commander's color scheme is just Red and White). I could be mistaken on this ruling, and if you're playing fairly casually I doubt anyone will care, but it is an observation I made.
You should replace the 4 Cancels with 4 Wizard's Retort (Exact same thing, except that if you control a Wizard creature it only costs 2 blue)
Isochron scepter is an evil card, and I love it

From my experience, Samurai tribal actually works best as mono white.
Why lightning strike and not Lighting bolt. Replace both strikes and the shocks with bolts
Not that I don't like the concept, but you forgot to add any lands in. Shock lands can be nice, though I would aim for the dominaria dual lands paired with some basics

Not a bad concept, though there doesn't appear to be a major win condition. Seems like its definitely better in multiplayer, but lacks the ability to finish out a game (especially once your opponents decide they've had enough and want to eliminate you. I would keep Zulaport cutthroat, but replace the other creatures with actual threats. Demon of Catastrophes is excellent, as i requires you to sacrifice to it and can win you matches. As it stands your only way to sacrifice creatures is through Ashnod's Altar, which is good but you need more. Get some cards that when you sacrifice a creature it gets a +1/+1 counter or something. It is looking like you're building a deck around your creatures going to the graveyard and hurting your opponents because of it.
Master of Etherium could be a nice addition. Or something to give your big baddies trample, cause otherwise they're just chump blocked (I would suggest Built To Smash for this)You also have no flying defense outside galvanic blast, which might not be an issue if you're able to crush your foes, but could be your fatal flaw.
Scavenger Grounds is not Standard, but otherwise I love it. You also don't really need that 23rd land, so I would replace it with something that can surveil some, like Notion Rain

You need some Great Furnaces. Though there are only 2 cards that feature metalcraft
I wouldn't say it is budget, as it comes in at $50, but I like it enough. Soul Scour Mage feels....out of sorts. I'd replace it with more burn spells, like incinerate, shock, or something of that sort.
