I would change from "Reprisal" to "Tragic Slip...lets you remove indestructible creatures (such as gods), also prevents regeneration, and is a black card, which increases the chance of "Vampire Nocturnus" activating.

Just thought of the stromcounter and didn't see the combo.
As excuse: I'm absolute no combo player, because I don't like winning with combos. To me (and only to me, every bode else might think what he wants ;) ) combos are no fun way of winning.

Problem is (at last with the stormcounter): A copied of a spell does not count as cast. From the official rules:
" 706.10. To copy a spell, activated ability, or triggered ability means to put a copy of it onto the stack; a copy of a spell isn’t cast and a copy of an activated ability isn’t activated."

The further question is how you survive against e.g. Aggro, Combo or anything that is faster than you? With just 3 real burnspells, 1 controlspell and 2 small blocker you will be beaten rather fast.

Battle Squadron, Goblin Assassin, Moggcatcher
Massive Raid

I would also add some carddraw to prevent going into topdeck modus too fast. Loreseeker's Stone, Slate of Ancestry and Skullclamp are good options for this

I would increase the number of your mayor 'burn' cards ("Purphoros, God of the Forge", "Gempalm Incinerator" and "Boggart Shenanigans") at least to 2 per card as you want to have one of them on your hand if you need it.
Try to get your hands on spells like "Krenko's command" or "Dragon Fodder" to increase the number of your creatures fast. "Mogg War Marshal" does a real good job on this. "Massive Raid" and "Hellrider" could also be used as finishers.
To get some free slots I would remove cards that only bolster your offensive ability's like "Goblin Wardriver"

Replace "Flayer Husk" with "Bone Saw". Costs less to cast and to equip and does basically the same
What I'm really missing is "Cranial Plating" (1-4, depending on your budget). "Bonesplitter", "Ornithopter" and "Darksteel Citadel" (again, only if it's in your budget range) have very good synergies with it.

Short version is that you have to many cards and way to many different cards to make a deck that allows you to play continuous and stable.

Half colored mana costs, such as {R/B}, count as red AND black, no mater which colors you use to cast it. Also cards with different colors in it's ability text are forbidden, e.g. "Cranial Plating", tough an colorles artefact, may only be used in decks with at least a black commander.

Though no defender, "Hedron Crab" is a very good card for mill decks.
"Traumatize" is far to expensive and ineffective for it's effect, I would add some carddraw (e.g. "Visions of Beyond")

To make full use of Phenax, I would add some more defenders like Wall of Frost, and Enchantments or Artifacts which allow you to untap your creatures and thus use them again. "Intruder Alarm" would be the best one to get because it allows you to untap (and thus tap and mill) your creatures with every creature your opponent plays.
At the moment your deck is rather spell-heavy, and I would stick with Mirko.
Question is, do you want to play this singe or multiplayer?

A Phenax deck would look totally different: Walls with high toughness, enchantments like "Intruder Alarm" or "Freed from the real", equipment which increases toughness, and so on.
Also Phenax is not a real budged card, which might be OK for a commander, but that's the reason why I didn't add him in my suggestions.

I would focus on +X/+0 equipment because cards like "Kor Duelist" and "Kitesail Apprentice" normally don't care for their toughness. (e.g. Machete vs Bonesplitter)

Blood Artis vs Kalastria Highborn, well that's a personal question. Drawback on Kalastria is that you have to keep that {B} free, on the other hand, she is a 2/2 and can block and attack with your other vamps.

Well the Blade IS slow, but considering the high number of removalspells many decks play there's always something dying, and 2 +1/+1 counter per dying creature for cc2...I gave it a try, and was happy with it.

The point why Dismember is such an extreme popular card is that you can pay it with phyrexian mana, but you don't have to. And -X/-X cards are very effective as they allow you to remove indestructible creatures and stop regenerating creatures.
