You could to 2 and 2 on Frogmite and Enforcer- I really wouldn't recommend taking out any of the low cmc cards because a high starting affinity count is key, but having an Enforcer instead of a frogmite turn 2 or 3 can help you utilize more of your mana and "curve out" a little better. This is really up to you- playtesting your deck is really the best way to tell.

Even if you don't have the Citadel out, you can still tap Quarter for colorless mana. That basically lets you cast anything from your deck besides Thoughtcast and Galvanic Blast- the way I see it, it really shouldn't be a problem to have a Quarter out without a Citadel. In a pinch, you can blow up your own land for a colored basic, and I think that the flexibility there grants you value.

Shipping can vary by the vendor- I've ordered a few times, and depending on the size of the order, it can be anywhere from a dollar or two to fifteen dollars. I'd estimate that shipping would cost 7-10 dollars for this deck, but don't take my word for it- see that link on the right hand side that says "Buy this deck at TCG Player"? Click on that- it'll import your decklist into TCGplayer and you can see exactly how much your total price will be after shipping. To add to everything else, mtgvault doesn't consider sideboard cards when looking at deck price. Your sideboard cards don't look expensive, but it's something to keep in mind.

Looks pretty good- I think you have most of your bases covered, but here are a few considerations:

If you won't be playing against top-tier decks, Myr Enforcer is actually a pretty good option. It's a little slower than a lot of the other cards, but is cheap dollarwise and will (almost) always come down for less than 4.

Pithing Needles are amazing for negating opposing walkers and other threats (normally, I'd talk about Shamans here, but they're gone for now). Note that that also adds to your affinity count.

Some land removal could easily be worked in to your board- Terramorphic Expanse is often a good option, but I personally like Ghost Quarter a lot in Artifact decks. This is simply because the Quarter can either remove an opponent's Colonnade/Village/etc. but can also act as a poor man's fetch if you target your own Citadel and gives you *no loss of tempo* because you can still search out a basic even though the Citadel doesn't get destroyed.

A word of caution- when trying to budget decks on here, using the "low" box as an indication of actual price is a bad metric. When you go to order cards (even if you don't mind getting damaged, heavily played, or played cards) the price that you will actually end up getting the deck for will be higher than what you have here. The optimizer can help bring your price down a bit, but it doesn't account for the $1 per vendor limit, so it'll take a lot of manual work to get the price down after the "optimizer" runs. I don't think that you'll be able to order this deck for anywhere near your upper bound of $80 (also consider shipping).

Nice idea! Search for tomorrow is good here, especially since it fits in nicely with the Expedition. In my opinion, the Elemental costs a bit too much. You could probably replace it with Wolf-Skull Shaman for some nice Elf tribal minitheme in there. To make you less susceptible to cards like Bile Blight and Echoing truth, consider siding the Hexproof Archetype.

I'm not sure I like the specter in here. I'm not sure how consistently you get your colors out, but it seems like it would be a bit hard to cast (even thought the unearth cost is good). I recommend Burning Vengeance to replace it. It would be beneficial to run a playset of salvages. The Demon seems to have a pretty heavy price- that being said, you probably plan to unearth it. I would still consider running two, because the ability usually won't trigger at all.

You could sideboard Thought Scour- it'd allow you to dredge, but it doesn't have Flashback like Dream Twist. Different utility, but not very useful in here because you only have 7 dredge cards.

Great deck! I think there are a few beneficial substitutions that you could make.
Counterquall could be replaced with Dream Fracture, Soramaro could be switched with Time Reversal, 2 Sign in Blood could be replaced with Noggle Ransackers, and possible sideboard options/replacements for Vision Skeins could be Compulsive Research and Wistful Thinking.

The only one I'm not too sure about here is removing Soramaro- it's a flier, but doesn't offer a huge advantage in any other way because of its extremely high cmc. Lab Maniac on the board is a good call- you'll probably end up milling yourself pretty fast if you aggressively take draws from the other player. For this reason, I'd also suggest Psychic spiral as a reset button. Since this becomes much less helpful with Spellbook out, maybe you could leave Spiral on the board and sub it with the book when appropriate?

If you don't care about legality, Psychatog is another excellent option. Great job!

This seems like a good build. Watch out, though- the 4-of of Lyzolda will end up messing you up most of the time, since she is Legendary. I'd recommend adding in some persist/undying creatures for some extra mileage off of the sacs. The Jund Borderpost would also be a budget-wise fixing option, and it plays well with Hackblade.

Modern is a great format because the cards never stop being legal. If you like Modern decks and are in to combos, check out the decks made by Suitangi. He makes some excellent stuff.

This looks great! It's really awkward to see an izzet deck without counterspells/instant speed burn, but I guess that's not what this deck is looking for. Epic Experiment might be a nice curve topper (but considering the number of lands you have, that's probably not too viable), and Stitch in Time might be a cool (and fun) option to have in here.

I was actually searching for some budget tutors when posting the previous comment, and I couldn't find any nice ones. The ramp scheme in Blue is no good either. Deranged Assistant might not actually be a bad option- Since you have the Restorations, it would give you the smallest chance of getting a trap into your grave while also providing some ramp. It's not the best suggestion, but I'm not really sure what to add here ^.^'

Haha, I've always thought about using Modular in mono-artifact decks, so it never crossed my mind that there might be restrictions on what it could pass counters to. Nice catch!

This deck looks okay- Spy Network is a card I've wanted to work into a deck for a while now, and this deck seems like a nice home for it. This deck seems a little flimsy though. Any creature-based deck will easily run over this deck before you even ramp to enough to play the Trap. This can be nice for some casual kitchen-top games, but isn't my favorite deck in that environment either.

This is a great spin on the normal 8Rack strategy, and well-crafted for budget. This has a few more creatures than I've seen in some other builds, but the extra bodies and the flying really work well with the Racks. Good job!

Not bad at all- I like the utilization of Omniban here! I think that some Arcbound creatures couldn't hurt here- the Slith, Worker, and Stinger could all find a home here as chump blockers, and you could even stick some counters on them and just move it on to something else when their time is up. Strionic Resonator could be interesting in this deck, but the extra mana it requires makes it less of an attractive option. Give // Take and Bred for the Hunt are both nice draw engines (you have a notable lack of draw for a blue deck), and these are both nice +1/+1 interactive options. Nice job ^.^

I've always had these visions of running a Barrel Down Sozenkan into a Seismic Assault, but that might not be the best approach for this deck. Since this is a mountain matters deck, I think you can safely add a few extra mountains. I don't really have much feedback for this deck, sorry :/

Nice concept- keeping the cards to two colors was also a nice idea. Reborn Hope wouldn't be a bad addition here. You're very close to modern legal, but Spirit of Resistance (in casual play) makes it worth it to be legacy/vintage.
