Neat trick. Maybe switch Sunscour for Day of Judgement/Wrath of God? You don't really have enough draw or cards spare to be nuking your own hand like that.

I'd say less stuff that forces your opponent to discard (e.g. dementia bat) and more stuff that takes advantage of discarding (e.g. Wight of Precinct Six). Cao Cao is already ridiculously good at forcing your opponent to dump their hand, so doubling up that much feels redundant.
Done. Also chucked some Drowner of Secrets in there for a bit more at-will tapping.
Did a bit of poking around, chose Adarkar Wastes. It has the fastest, most reliable activation of all the U/W lands I've seen. Judge of Currents also works pretty well to counteract the (minimal anyway) damage.
So like ...do you have a plan to survive long enough to use that or are you just hoping your opponent will leave you completely alone for (ABSOLUTE MINIMUM) ten turns? Most midrange decks will tear you a new one and I imagine weenie/aggro is going to do it even worse. At least add some fog banks or something.
Some good points all. Flood Plain replaced with Seachrome Coast: it's a bit slow later but it should start things off nicely.
Oh, awesome, My very first tribal deck was merfolk and I've always had a soft spot for them. Why not Merrow Commerce? It's just about the best tribal enchantment out there. Lullsage Mentor is another cool idea, if you decide to throw yourself behind the counter thing a bit more.Merfolk Looter is an ungodly level of useful for its small price.Finally, the Merfolk Thaumaturgist + Silvergill Douser is a really neat removal trick that only merfolk can pull off.

How exactly do you plan to survive long enough to get the big guy out? You've got no real draw to guarantee you'll have him in your hand, so you're just going to have to wait until you get him. Not a great proposition, when your only defense is a 3-turn activation 4-mana zombie combo. Some Diregraf ghouls, maybe? Cut the doom cannon: it's terrible for what it costs. Switch some of those army of the dead for more Endless Ranks. Maybe think about Vile Rebirth and Zombie Infestation? Quest for the Gravelord is another nice 1-drop that can pay off in the midgame. Feeding Frenzy is a cool zombie kill-spell you should look at. Call to the Grave is FANTASTIC if you can hold out that long, though you'll need a way to get rid of it before your Eldrazi comes out.Zombies have great synergy with one other. You might consider Cemetery Reaper, Death Baron and Lord of the Undead to really make those zombies beastly.
I'd almost say drop Gideon's Avenger: you want your opponent to be tapping more, not less. Maybe Court Street Denizen? Gideon's Lawkeeper?
You're spreading your focus far too thin. What are the spectral riders doing? What are the hover barriers doing that the angelic walls haven't already done? If your strategy relies on one particular card like angelic wall (/hover barrier) here, you want 4 of them. 4 of every card is a bit silly but lynchpins like that can get away with it. B/W is good at stalling and draw. Thankfully, that plays into what you want: stall and keep a stocked hand until the big legendaries show up. I'd focus on stalling cards (e.g. walls, holy day, dissippation field) with a handful of big hitters like Avacyn rather than trying to be a little bit of everything and not being great at anything.

Isn't the point of scornful egoist to have a 3 mana card with a CMC of 8? There are tricks you can do with that.
Try adding Ghost Quarter. Ghost Quarter + Archive Trap is pretty much the best thing.
It's not a legendary- I don't think it can be your commander. :(
