I like the flavor of the deck, but I personally would probably break this into two decks--maybe a Drake tribal (Talrand shenanigans) and a deck built around Quest for Ula's Temple.

yeah, I'm very doubtful on there being a cost-effective LD card, but I figure if one is coming, it will be in Gruul.

I'm also expecting Esper Spirit tokens to be a thing between all of the stuff there for it already, plus there are bound to be some decent spirits between Orzhov and Dimir.

Sweet--I love decks like this, where people are putting together the cards they have instead of netdecking the best cards out there. I have a special love for Lobber Crew, and I think he could go well here--great chump blocker, and will ping quite a bit with the amount of multicolored spells you have here (sidenote: he's awesome if you add Curiosity on him). I also think you can go down to 22 lands. Other than that, I am a big fan of cyclonic rift. Good luck!

I've been a fan of Vex from the start. The other card I think is being underused in Boros decks, though I expect will leap up a bit when Gatecrash comes (though I'm often wrong) is Dynacharge. In RDW, 2R for +2/+0 to all your creatures can finish games.

There's a problem with Ash Zealot when you want to T1 Champ, T2 Ash, T3 Silverblade. It will be easier when the shockland gets reprinted, but still pretty dependent, especially in a deck that is running 6 colorless mana (I'd take the caverns down to 3x, personally). If I would do anything to this deck, I would s/b the Knights of Infamy for Thatcher Revolt--between Odric, Champ, and Hellrider, that card would do you a lot of good, I think.

Nice! Thatcher Revolt would be nice, especially for triggering the SHP--swing with one of the humans, tap the other two, or something. I also would definitely run some Abrupt Decays, and maybe s/b some Deathrite Shamans, as well as some Ulvenwald Trackers. I also wonder at how well the Knight of Infamy does--if he is here just for the pro-white, I would maybe sideboard him. As this thing looks like it puts out a lot of humans quickly, Hamlet Captain may actually do well here--I'm not sure, but if you doubled up on them, +2/+2 to everybody else could get deadly quickly.

Awesome deck--I would definitely add Goblin Grenade, and I swear by reverberates in these decks. On a rebirth/grenade, you don't have to pay the sac cost again, so 6 1/1 goblins for RRR is nice.

I ran a similar deck based around Goblin Gaveleer up until this summer at a lot of FNMs, and I miss it dearly. http://www.mtgvault.com/thechurchishere/decks/standard-budget-goblins/

Have you considered Ajani, Caller of the Pride at all? His +1 isn't great, but if you could get his -8 off, that would be pretty awesome with the amount of life you're gaining.

I understand where you're coming from on a lot of these suggestions. The reason staggershock is in here is because it's essentially 4 damage for 3, which isn't necessarily great, but the rebound will trigger another counter on the Shrine--so 6 damage for 3 mana isn't bad at all (again, assuming I have a shrine out).

The rite--I hear you, that's in here just for fun. Same with Chandra--kind of a "smoke 'em if you got 'em" situation. Searing Blaze--obviously you'll only be playing it when Landfall is triggered, and 6 damage for RR can disrupt the hell out of someone. Lastly, the barbs are in here to sort of lock down any late game, should it come to that. Any creature that is outside my burn range will be extra expensive with a barbs out, and they won't hurt me anywhere nearly as bad as they'll hurt the opponents. I'd still be game to take them out, along with the Rites and Chandra, but what would you recommend putting in for them?

Flame Slash is good, but only deals the damage to creatures, so it may not fit well with what he is trying to do here.

Lanceofzolong's above comment is correct--dual casting's copy does not count as a copy of the spell itself. The same applies to Storm--and on that note, I would add Grapeshot. It will finish things well.

My suggestions are Browbeat (either five to the face or refills your hand, either of which is very beneficial), swapping the Talon for Shrine of Burning Rage, and possibly adding Vexing Devil. Good luck!

It's expensive, but Glimpse of Nature would be great here with the amount of 1 drops you have.

I'm confused as to how this gives you card advantage? Assuming you're using the mana netted from the grove to return PF to your hand, you're in effect paying 1R to deal 1 damage.

I totally hear you on the money thing--that can be a real hindrance. What is not a lot of money to some is a lot to others, so I will try to start with some suggestions that will not break the bank (e.g., armada wurms, smiters, etc.)

The big thing for me is the heralds and accord are not very cost-effective. You're basically getting a 3/3 for four mana with the herald, plus a possible chump block, and two 3/3s for 6 with the accord (unless you have your grove popped). While these aren't bad, consider you're getting that same 3/3 for 2 mana with the Conclave, and the other things you can do at 6 mana with Selesnya (Grove, Wurm, Collective Blessing). You might consider -4 herald, -1 accord for +3 conclave, +1 blessing, +1 ranks/lives.

First thing I would do is get some better 1 drops--dryad militant and arbor elf come to mind. Maybe even Avacyn's pilgrim, too.

Here are my personal suggested changes, in the order I would add them, with prices according to cardkingdom.

+3 Call of the Conclave: $2.25
+1 Collective Blessing: $0.95
+4 Arbor Elf: $1
+1 Grove of the Guardian: $0.75
+1 Growing Ranks: $1.50
+4 Dryad Militant: $3

For about $10, I think that'd significantly improve the deck. Again, these are just my personal preferences. You've got a good looking deck as is--I hope you have fun with this deck!

I would recommend doing one of two things: just swap out Spears for Bolts, Izzet Charms for Leaks, Sulfur Falls and Steam Vents for the lands, and run this as standard, or completely work this deck over for Extended/Modern/Legacy. There are tons of better spells than a lot of these if you're running this outside of standard.

I would look into adding 3x Browbeat in this deck.

If you're looking for ideas, it would help to add in the comments what you plan to add/take out in the future--as it is, it's a nice deck. For me, the first thing would be to 4x Call of the Conclave, and also get some Selesnya Charms. Most populate costs aren't really worth it if all you're getting is a 1/1 bird, so you really want to always have at least a 3/3 cenatur to use it on--but the Grove of the Guardian and Armada Wurm are great targets for populate.

A fun combo I used to run in a similar deck was to use Deathrender to put Raksha, Golden Cub into play--turn five having all your cats get +2/+2 and double strike is no joke, especially if you're pridemates have been getting beefy.
