> Lightning Bolt / Fatal Push: Speaking of removal, you're likely to have one or two mana you can't use because of the average cmc of your cards. These will help you keep the opponent's creatures in check while giving a use for the "extra" mana.

I know some of these cards aren't budge (especially the Moons), but I feel at least some of them will boost your deck significantly. And let me take this opportunity to suggest upgrading your lands. If the fetches are too expensive for you, I have an alternative I've been testing with some success: the Panorama lands from Shards of Alara. Because they enter untapped and can tap for {C}, you're not forced to fetch like with Evolving Wilds / Terramorphic Expanse. Because you're Rakdos, there's two Panorama lands for you to choose from: Jund Panorama and Grixis Panorama.

Ya, the [-3] of Liliana, Death's Majesty would be great in here. So what? 2 Gift, 1 Lili? I don't want to rely on her too much as I can see Liliana's Defeat being a sideboard against Bolas if he becomes a deck (something I see as a possibility).

Sadly, Collective Brutality is part of the cards cycling out. Other than Hazoret, I can see Bloodrage Brawler being a discard source. It's not Brutality, but it is another threat that can be reanimated with Gift / Lili.

I forgot to mention that I want to keep this safe from rotation, which is happening end September.

I do like the idea of Archfiend of Ifnir working with the looting. The problem I'm having is Refurbish only reanimates artifacts, which is why I don't want to lower God-Pharaoh's Gift lower than 3. So maybe something like this:
-1 God-Pharaoh's Gift
-1 Fatal Push
+2 Archfiend

And maybe drop a land and a Bontu's Last Reckoning for two Hazoret the Fervent for more discard?

Gearhulk doesn't have many targets and doesn't help towards the main gameplan at all. Glimmer of Genius might be a better idea as it supplies energy for Minister of Inquiries and digs into the stuff you need.

Cards like Seer of the Last Tomorrow, Contingency Plan, and Strategic Planning can help you reach Manic Scribe's delirium.

Ipnu Rivulet can sacrifice itself to get a land into the graveyard (while milling the opponent). As can any scry land,like Desert of the Mindful, which is also sacrifice fodder for Ipnu Rivulet.

Winds of Rebuke is a nice soft removal that also Mills. Aether Meltdown is another soft removal card and it gives energy for Minister of Inquiries.

I think Engulf the Shore can find some space mainboard.

This gets suggested every time I make an Elf Warrior deck. I have tested it and it's better in theory than it is in practice. A deck like tends to empty it's hand very quickly, making the Battalion's limit bad. In my testing, the Battalion was a dead card in hand more than it was a threat on the battlefield, especially when drawn after turn 3-4.

You could use more efficient mana creatures. Starting with Avacyn's Pilgrim, Birds of Paradise is far superior. There's a mana dork "combo" that Ponza uses thar you may like: Utopia Sprawl (on a basic forest to get around Blood Moon) and Arbor Elf (which untaps forests). Noble Hierarch is very good here.

I like the inclusion of Heroic Intervention for the combo. I'd like to point out that the similar could be achieved in Boros because Boros Charm has a mode that makes all your stuff indestructible.

You could go with an enchantment prison shell. Ghostly Prison and Sphere of Safety hinder the opponent's attacks. Leyline of Sanctity protects you from burn and discard spells. Runed Halo protects you from a named card. Oblivion Ring gets rid of almost anything. Herald of the Pantheon makes most of your enchantments cost {1} less. Privileged Position gives everything, except itself, hexproof.

As for draw / search. Harmonize is your best draw spell. I've had some experience with Nissa, Sage Animist (Nissa, Vastwood Seer transformed) when she was Standard legal, she's a good "draw" engine. And speaking of Nissa, Oath of Nissa is effectively a green Ponder, but it can't get you an enchantment. Commune with the cards digs for a creature or enchantment. Idyllic Tutor tutors up any enchantment. Elvish Visionary and Wall of Omens draw a card.

Eternal Witness returns any card from your graveyard to your hand.

Bonds of Mortality could be useful from the sideboard to get around opponent's indestructible effects.

If you can afford it / already have it, Damnation might be better in sideboard than Bile Blight. Languish is a cheaper substitute to Damnation. Too bad there's not enough Swamps to make Mutilate good. Lastly, Bontu's Last Reckoning is worth considering too, especially if you get Fraying Sanity out.

Minister of Inquiries actually helps towards the Mill plan. While a good alternative, Jace's Phantasm only benefits from the Mill, it doesn't advance it. Minister is also a one mana mill 6 (over two turns) and any removed allows another to use its energy. Aether Hub also supplies more mill energy.

Similarly, Shriekhorn is a 1 mana Mill 6 (over three turns).

And all that is excluding the boost from Fraying Sanity.

Fatal Push mainboard is a must. You need to buy time until you can Ulti Liliana, so you need all the most efficient forms of removal that you can fit.

Speaking of removal, you're running 6 Walkers, so Oath of Liliana could be a good Edict effect, especially since it gives you a zombie blocker to defend the Liliana you play.

Collective Brutality can help discarding your creatures.

You're really going to want to include Bontu's Last Reckoning (Hour of Devastation).

Other ways to get Progenitus into play:

> If you discard Progenitus to something like Faithless Looting, with its shuffle back effect on the stack, you can target it in the graveyard with Goryo's Vengeance. Sadly the exile clause hurts.
> Exert Champion of Rhonas as it attacks. Though the Champion is still vulnerable to common creature removal.
> Elvish Piper. Though this one is extremely vulnerable to removal.
> [-8] Nahiri, the Harbinger. Sadly this bounces Progenitus to your hand at the end of the turn.
> Quicksilver Amulet. A much needed upgrade to Elvish Piper.
> Summoner's Egg. This one is tricky as you need the egg to die, so being exiled is bad.
> Because Progenitus is green, Dramatic Entrance can cheat it in at instant speed.
> Through the Breach works similar to Dramatic Entrance. The difference is Breach gives the creature haste and you have to sacrific it at the end of turn.


Tutor options for Progenitus:

> Commune with Nature / Commune with the Gods lets you put it in hand if it's among the top 5 cards of your library.
> Again, because Progenitus is green, we have another card option in Summoner's Pact. Just be sure you can afford the upkeep cost.
> If you can reliably get Delirium, Traverse the Ulvenwald can tutor up Progenitus.
> The previously mentioned Fauna Shaman isn't a bad idea either.
> Progenitus is legendary, so you can tutor it with Time of need.
> Congregation at Dawn puts any 3 creatures on top of your library.

Delay is one of the best combo saving counters. "Counter" the removal / Counter and once it comes off Suspend it either doesn't have a legal target (counterspells) or the removal is not ideal anymore. Pact of Negation also helps force the combo through, and assuming you're successful, you shouldn't have a problem paying the upkeep cost. Remand counters and draws you a card, but I prefer Delay as it buys you 3 turns.

The problem I'm seeing is Enchanted Evening costs 5 mana. A few mana rocks like Azorius Signet and Talisman of Progress. Wayfarer's Bauble is much better than all your land to hand cards. There's also a trick I saw using the Borderposts from Alara Reborn (Like Fieldmist Borderpost) and Knight of the White Orchid. Bounce a land with the Borderpost's alternative cost to bring you to a lower land count than the opponent, then play Knight of the White Orchid to go up a land. A turn one Lotus Bloom could help a lot too.

Mainboarding the Judges familiar may also help protect your combo. It's also a 1 mana white spell, allowing you to play Scorn (effectively) for one white (or blue).

Serum Visions and Sleight of Hand are Modern's best one mana cantrips. Ancestral Vision being a close 3rd.

You may want to put some actual wrath effects in the sideboard. Supreme Verdict is a popular WU wrath as it can't get countered, but Wrath of God is still good. Day of Judgment is a decent budget option.

The problem I have with Alms and the Chancellor is that I only have one discard outlet, and that's only optional discard. Alms is only good if Madness'ed, and Chancellor is only good if in your opening hand, then as discard fodder. Otherwise, they are good cards.

I made it all the way to the semi's of a WMCQ last year with this deck. Not this exact list, but this deck. And each time I pull this out for a Modern FNM I place in the top 3. So I'd say my success rate is quite good. I'm actually going to be testing a pair of Hazoret in the deck this week, along with a few other changes. Will report on how I feel about the changes.
