well darius in casual play yes, when you get into metagame its different. the stronger cards usually cost more. im not saying the price of magic is fair, but it is skewed so that the cards that make you win more, cost more. just because cards cost more does not mean you aren't putting in strategy and deckbuilding

im not hating... i comment on lots of warlords decks, i was telling him to spend some money on himself as a funny.....
i play in GP's/PTQ's/big FNM's so i spend more.

$10-$20 is a bit too budget to be competitive.... why not splurge on yourself and go $100

whats your budget for this deck? id recommend
+4 lightning helix
+4 lightning bolt
+4 glacial fortress
+4 evolving wilds
+4 glacial fortress
+3 dissolve

as a start.
is still in a affordable range. your creature base is overpriced. some of the cards may be good in standard, but modern is a different format

would not be a bad land base at all. its a bummer fairie conclave comes in tapped, cause a 2/1 with flyer that isnt a permanent creature is strong, and i like the cryptic because you can pick two, like you can counter a spel and bounce a creature.
still think your deck is strong as listed. i would playtest it as is and see what you want to change from there

+3 cryptic command
+4 snapcaster mage
+3 fairie conclave
+3 anger of the gods

i just felt most people who play modern know that you can combo kikki/resto for a win, i mean its not like thats a secret combo alot of decks run that as their win con, including UWR twin

I guess I was looking for the twister and reforge. Not saying its bad, I'd just build it closer to control, entreat the angels is good by itself
