I'm curious: can this really gain enough life to keep up with all the "pay life" effect on the board?

I agree.A solid budget contender for the slot (if you took out the Martyr) could be [[Whitemane Lion]]. It has the fun mechanic with the fact that it can return itself; so multiple triggers per turn are possible for two mana a pop. That's more triggers for all the Sisters and Spirit Bonds. It's also super cheap; I know you can pick up the Planar Chaos one for under .25 cents.It also has the bonus of returning a ranger of Eos back to your hand to replay it and snag more sisters OR to save something you don't want hit with removal.Enjoy your deck.

What about [[Kazandu Refuge]] and/or [[Rugged Highlands]] over [[Gruul Guildgate]]?They are technically better and are also only about .25 cents and .15 cents each, respectively so still good budget choices.
What about [[call the bloodline]]?
Other ideas that fit with the deck could be [[Darksteel Myr]] or [[Darksteel Mutation]], especially in multiplayer where you are against multiple colors and [[Order of the Stars]] is less effective.
If you have a [[Guilty Conscience]] equipped on [[Stuffy Doll]]:1)Tap Stuffy, Stuffy deals 1 damage to opponent chosen when it entered play. 2)Stuffy dealing the 1 damage activates GC; GC deals one damage to Stuffy.3)Taking 1 damage from GC activates Stuffy; Stuffy deals 1 damage to opponent. 4)Steps 2 & 3 automatically repeat until opponent is at 0 life. Then the dead opponent can take no more damage. The infinite loop ends because Stuffy no longer has a target and if there are more opponents the game continues otherwise the game ends.Brutal in 1v1 if you can pull it off.
You might consider [[Guilty Conscience]]. It is a pretty standard addition to white Stuffy decks because it causes an instant kill when put on [[Stuffy Doll]].I really like the use of [[Scrapyard Recombiner]] here, btw.Enjoy your deck!

What about [[Dichotomancy]]?Not cost effective unless you suspend it but still; the ensuing shenanigans could be fun! Combos wicked well with [[Sleep]].

If you're trying to keep it super budget, I would consider tossing in a playset of [[Thornwood Falls]]. The "enters play tapped, gain 1 life" dual lands are the best cheap duals in my opinion. (And .15 cents is tough to beat.) The only thing which interacts with lands seems to be [[Coiling Oracle]] and it just says "land card" not 'non-basic land' so it wouldn't slow you down much.Enjoy your deck!
It occurs to me: if you're using this as a resource for W/G lands so that you don't need to wade through the search tab: there is a way to sort the lands by mana they create. When you do the card search, select Card Type: land, and select "Text" then put "{w} {g}" in the text field and it will bring up all lands which have both the White and Green mana symbols. If I was streamlining this I probably would consider couple of the artifact lands and swap out the cheap dual lands. But when I have my casual decks I tend to just run the simple duals to keep the $ cost down as much as I can. I actually only have Tutor in there because I happen to already own a set.

Potential alternatives for [[Icy Manipulator]] keeping cost to play and activate in mind. Couldn't find any good creatures that have the ability with a 2 power other than [[Whipcorder]] (which you already have) but here are some interesting artifacts:[[Leonin Bola]] - Odd substitute but it essentially gives any creature the tap a creature ability for one.[[Pacification Array]] - Can get it out way sooner, but costs 2 to tap.[[Puppet Strings]] - Only benefit here really is it can tap OR untap. As for [[Order of the White Shield]] versus [[Savannah Lions]], I would lean towards the Order for its versatility (between the two). But if you are just looking for a good aggressive white creature I think there is plenty to choose from. A quick search for power 2, white creatures, with first strike brought up some good cards that I think might be better than both those options:[[Elite Inquisitor]], [[Knight of Meadowgrain]], [[Thalia, Guardian of Thraben]], and [[White Knight]].If you really wanted another one drop option there's some stuff I think that could be better than the Lions, though:[[Dauntless Bodyguard]], [[Kytheon, Hero of Akros]], [[Skymarcher Aspirant]], or [[War Falcon]].

With this deck I would actually even recommend [[Scoured Barrens]] if splashing in white. The gain 1 life not only helps soften the downside of being slower but also synergizes with the rest of the deck (and it's still just .15$ for the card).If it was in the budget maybe even toss in a one-off [[Orzhova, the Church of Deals]] (.25$).
Might be worth play-testing. I personally would prefer to keep the Altars Reap, mostly because of the instant speed. I like playing it in reaction to removal, or at the end of my opponents' turn, etc. But it might be worth trying the [[Underworld Connections]] especially if you play lots of multiplayer and tend to have longer games where the consistent draw would pay off more. Also you might consider a more budget card that could return Scion to play. (Also, I think you can get [[Reanimate]] for around $7.00 or less these days depending on which printing and condition. Still might be too rich for what you want but its definitely less than when I bought mine.) Some other cheaper options that come to mind are [[Grim Return]], [[Necromantic Summons]], [[Endless Obedience]], or perhaps [[Exhume]].
