I think you're relying a bit too much on Heartless Summoning. If someone removes/counters it you're screwed. I'd put Duress into your main deck just so you can cast it and take a look at what you're dealing with.

Probably a nice sac deck would be good.

I think you're a little low on the creatures for this deck. I did a bunch of test draws and I'm getting all enchantments with 2-3 turns till you draw a creature. Rather than relying on creatures with Hexproof as their abilities why not use some spells to give them Hexproof? Alpha Authority, Mizzium Skin, Oak Street Innkeeper, Ranger's Guile, and Simic Charm. It's even more frustrating for an opponent to cast a spell and in response cast Ranger's Guile on the creature they targeted. Also, I've seen people sideboarding Glaring Spotlight. So you may want to sideboard a response to it.

I would take out Guttersnipe. There are only two spells that aren't part of the combo.

What about more ways to bring back Festering Newt? Maybe Treasury Thrull? Corpse Hauler?

Yeah, I keep forgetting about the cycling thing haha. Alpha Authority may be helpful for protection. I enjoy that card a bit. Crowned Ceratok is alright. Give them trample I guess. Other than that there isn't much. At least until the next set comes out haha.

Why not Kalonian Hydra or Primordial Hydra instead of Vastwood Hydra?

You can't reverberate Fling. They would both be on the stack. It would get sacrificed once and then the second time it would check, find the creature is not there, and fizzle. You can, however, Fling and Reverberate on another target creature.

You'd need two Oblivion rings and one Detention Sphere.

You're better of doing White/Blue with Oblivion Ring and Detention Sphere. A deck like this:
