A few cards have synergy to other cards but most of them dosent, Diregraf Captain works well with the few zombies you play and Bloodlord of Vaasgoth works with your few other vampires. You play Etched Champion but has only 8 artifacts in your deck so its value is quite useless. You focus a lot on sacrifice triggers and have a few cards included that return creatures from your grave. You have a few cards with infect in your deck but they will not value very well because infect dosent count as real damage and vice versa so beating life points without it and putting counters with it same time is useless.

All about this deck seems very grabbing a hand full of cards from a box and make a deck from them. 86 cards is also way too much, go down for 60 and play less lands (round about 22 is the standard).

When building a deck you should first have an idea or focus, this seems as you did not have any of them. You should pick a theme for your deck (like Control, Counter, Damage, Mana Ramp, Beatdown or whatever comes into your mind) or pick up to three cards you like to play and try to find a way that they work well together. Then adjust your color identity (why does one color benefit over another) and at last step assemble your mana base

Reading the title "Frost Dragon" I thought of Rimescale Dragon that "freezes" your opponents creatures with Ice Counters ;)

Ever thought about those cards that helps you to precise mill yourself like Commune with the Gods or Contingency Plan and those cards that bring back important cards from your graveyard like Evolution Charm, Grapple with the Past, Memory's Journey or Noxious Revival?
You could also add some speed counter cards like Gnaw to the Bone that gives you some extra life points against speed decks

You need to cut Opt and Stonybrook Banneret for Aether Vial and Silvergill Adept to survive in modern. I know they are costly and anyone runs them but proofed too or read my primer on a budget modern variant

Ok, it says in the oracle rules

"6/22/2015: It doesn't matter who has chosen any particular mode. For example, say you control Demonic Pact and have chosen the first two modes. If an opponent gains control of Demonic Pact, that player can choose only the third or fourth mode."

So Harmless Offering dosent touch the mode of the contract but Flickerwisp will reset it to its original state when cast so this is a hole in the contract :D. Demonic Attorney dosent made its job very well I think XD

+1 for the idea!

What you could think about is to combo with Scrapyard Salvo and Locket of Yesterdays to get more effective draw-play-sacrifice-draw cycles out of your deck and let your opponent have to feed the rest of the party as finishing spell. I personally would cut Shimmer Myr completely and full-stack Scrap Trawler as this could/will be one of your engine key cards. Maybe you stack it with Myr Retriever that could bring back your Scrap Trawler from the graveyard if needed. Do not rely on Schrapnell Blast to heavy rathter than Galvanic Blast and Tragic Slip as a budget alternative for Fatal Push.

Conjurer's Bauble helps getting cards back into your deck when playing against removal heavy decks

Anyways, Servo Schematic as mentioned is a realy good card for this deck too because you get more fodder for titan. I would add some more servo token artifacts in ;)

What also could be a good card too is Scrapheap Scrounger while it needs another creature in your grave to be returned, it could also be titan fodder

The question is what do you want your mana base for? A stable fast mana base or an unstable (single turn) faster mana base?

For last one I have had a Belcher Deck a long time ago before Gitaxian Probe was banned from modern

I think we should assemble this from the ground and need to start at the basics first:
Gemstone Caverns is a card I personally favor very much but I'm not decided of its benefits yet. Your best options I see to get very fast mana is

4 Chancellor of the Tangle
4 Simian Spirit Guide

as your starting point with either of these combinations:

Wild Cantor and Caravan Vigil lets you however put a land into play when using starting mana to fire cantor on the board and sacrifice it to cast caravan to put an additional land into play for (G).

Wild Cantor or Dryad Arbor and Infernal Plunge lets you sacrifice either cantor or the token for (R)(R)(R) for (R) that could be used as nitro to your other rituals

The above one and Caravan Vigil stacks to an additional land on turn 1 for a single (G)

The you should go ahead with either one of the rituals and/or Manamorphose

4 Desperate Ritual
4 Manamorphose
4 Pyretic Ritual

Going non-basic you could also add any shock-dual in that works with Utopia Sprawl for having two mana of whatever color on turn 1 utilizing Chancellor of the Tangle.

Edge of Autumn could be a ponteial replacement for Gitaxian Probe and also lets your gain an additional land card when needed

As Volcano Hellion reads "When Volcano Hellion enters the battlefield, it deals an amount of damage of your choice to you and target creature. The damage can't be prevented." anything it does is shoot yourself into your face. Either you make a tie game or you land on exactly the life you are because it deals infinity damage to YOU AND target creature so without Nearheath Pilgrim you will instantly loose the game. Why? Simply because you deal infinity damage to you and to target creature. I know infinity is infinity but what the heck its magic; - Infinity Life + Infinity Life = 0 so you stay at the same ammount of life points anyways. Even with Boros Reckoner you suffer infinit damage and your opponent suffers infinit damage; Oops a tie game. Your one and only option to benefit is when both creatures stay on the field so you would gain inifinty life to stay alive AND deal inifinity damage to your opponent.
Even your Layline would not help because it prints "You can't be the target of spells or abilities your opponents control" so you would need at least an Ivory Mask card for this to work.

Anyways Volcano Hellion could be a funny card

I see the chance to get Madcap Experiment played on turn 1 but you need the very right hand and you opponent shouldnt be the first playing unless you would like to feed a Thoughtseize or Inqisuition of Kozilek and what happens when you do not have Madcap Experiment in your starting hand or as the first card you draw, how are your chances to get this out on a mulligan situation?

Your mana base also seems very unstable, Wild Cantor cant benefit on turn 1, Magus of the Vineyard cant benefit on turn 1 and also boosts your opponents mana curve, Radha, Heir to Keld cant benefit on turn 1

Merfolk in standard has got some special tricks as from Ixalan. You should absolutely play Metallic Mimic as its counters ability will improve the quality a much. The special trick now is to utilize Rishkar, Peema Renegade to also let your fishy not grow additionally but also make mana.

Another special card is Nissa, Steward of Elements thtas second ability is a semi replacement effect for Aether Vial in modern/legacy/vintage type merfolk tribal decks

True, but those might also get counters and Sage of Fables lets you remove those for an extra card draw anyways

Nissa, Steward of Elements is a good Aether Vial replacement and Grand Architect gives an additional +1 / +1 for your blue creatures. Could also suggest playing Sage of Fables as it boosts your wizard Merfolk additionally like Metallic Mimic does and keeps you an additional card draw for removing a counter

You would normally also try some Enligthened Tutor to seek for Phyrexian Dreadnought when splashing for white and go more for Daze and Force of Will as these cards are your must have for blue legacy. Would cut Judge's Familiar and possibly Spellstuter Sprite completely as same as any of the other cards you play; Ponder, Preordain, Misdirection and Mizzium Skin to name some of them for more reliable ones as already mentioned Daze and Force of Will as same as the tutor(s).

I have also build some tempo dreadnought deck in the last 4 weeks focussing also on cards that one would not expect
