Your already running Land tax so Scroll Rack is a very good pairing for that. I'm not really a big fan of counter magic in EDH so I would probably cut Spell Crumble or something along those lines.

I suggest running 2 Cathar's Crusade and adding 2 Cultivate. Then add 1 or 2 Swamps and Plains. As it is now the Chapel would always come in tapped and the odds in the other check lands being untapped is not optimal. You have said it's for fun but if you do happen to get Blood Mooned your screwed.

I will also add that I feel very fortunate to have a great play group of 6 or so friends which are for the most part competitive casually. Meaning we follow the banned restricted rules of vintage but allow no proxies or sideboards, if any of us play power 9 cards it's not a huge deal since the best out of 3 is usually over fairly quick and we just move on to another deck.
In addition to a great group of friends, I'm located in Ottawa which has a huge player base with more then enough store all competing and working together to provide an amazing local meta. Almost any night of the week you could play standard or modern competitively or find a casual game of EDH or drafts happening.

Well I must say after reading everything previously I have many mixed emotions.
I'm not pleased to see you leave (for now) but I completely understand your reasoning, especially since a stressful education period in your life is upon you.
I do agree that the Vault is to focused on "budget" decks as opposed to what any given player wants to do. Meaning if anyone on the site has a great idea with the appropriate merit to back it, then that should make the "Hot Page" so experienced players can give helpful advise to push it over the edge, budget or not.
Budget or non-budget is not really a thing for me. At heart I'm a competitive person in all aspects of my life, MTG included. I'm aware you can make competitive decks on a budget but really the budget doesn't even come to mind during my deck constructions, until I'm finished building what I WANT using the core fundamentals of deck building. After that I take into reason what is viable now and then I can build towards the final goal. Which I will add has always changed before it become.
A few of my decks have crossed the hot page and yes, of course it feels good to be recognized and know that others have enjoyed something you've created. That however is not why any of the decks were made to be. They were made to be B/C I have an addiction. (Yes I said it, don't tell my wife I admitted it). Not only to the social aspect of playing a game with friends but to card synergies and the seemingly endless number of interactions that can be created. Which is exactly why MTG is the perfect outlet for my slightly OCD personality.
Not sure if any of that was exactly relevant but I felt your time here was deserving of at least a few words.

As well I'm debating splashing white for 3 Path to Exile. Other then the obvious use of being able to exile a creature but it will also add the extra search to trigger the Traps. Would do this by adding 2 Flooded Strand, 1 Godless Shrine 1 Hallowed Fountain and 1 Plains. Any opinions on the subject from any one?

I've been doing a lot of research on mill recently and just built a mill deck which did fairly well last night at FNM modern. My suggestion would be to cut Jace's Phantasm. It seems really strong and I thought so too but with all the removal in modern it rarely works out and leaves you wishing you milled a few more cards in stead of playing that. I'd suggest adding Tormod's crypt or Leyline of the Void. I know they work against your Visions but they could save you the game when against a deck running shuffle effects or graveyard shenanigans. Mesmeric Orb is really good as well if it get's onto the field early and is definitely worth considering.
Looking at yours I will probably splash white into mine for the addition of Path as well. I just hate getting screwed by Blood Moon due to my greedy mana base. It always makes me feel like I should know better since I play Blood Moon when I can. (in other decks obviously)
In closing the best advise I could give to this build would be to add Spellskite to the S/B and 2 Leylines of Sanctity. They are 2 of strongest S/B cards in the format.

Nice deck it's right up my alley in the brew/play what you want department. I just lost last night to those stinking zombie fish, apparently milling your opp 5 cards on T1 so they can drop a fetch and cast one on their T1 is a bad idea. LOL

I disagree, I run Rest in Peace in every S/B which has access to white. It shuts to many decks down not to run it. I certainly can't be the only one with this opinion.

Using the line up as you see now I'm pretty happy with the performance of the deck last night. 2 wins 2 loses.

First off went 2-0 against RU twin. Surprisingly easy win after extracting opp's combo pieces turn 2 in game 1 and on turn 1 in game 2.

Game two 1-2 against grixis control. All 3 games were a grind fest. Came down to my opponent winning game three with 4 cards left in his library. I learned I need to have answers for delve, Big zombie fish area pain on turn 2 or 3. Probably Leyline of the void in S/B will help.
Game three was an easy 2-0 win against some RG brew that wanted to be RG Tron without many of the things which make RG tron strong.
Then I lost the final match up 1-2 against BW token control. Again went to the third game one turn away from being able to win. I believe I made the right play but ended up being the wrong move. I played a Mind Funeral while my opp had 11 cards left in his deck while holding on to a Drown in Sorrow. My opp proceeds to turn 4 lands over within 6 cards then I pass and he drops an Intangible Virtue and swings for the win. We then looked at the remaining cards in his deck they had no lands and figured out if I just had patience and played the Drown and passed the turn. My opp would have drawn a land and not have had a spirit to swing with letting my Funeral win the match.
After all that I'm really happy with how the deck performed and my piloting of it.Had a great time being the "Mill Guy". LOL

As of right now I've just been doing some play testing with my playgroup and myself. Haven't taken it to a modern event yet but I know my local meta fairly good. It's generally a safe bet to say, any given week I'll be going up against 2 versions of 5 different tier 1 or 2 decks. Ranging from Infect, Twin variations, Discard, Bloom, Company, Zoo, Burn, Creature burn. To name a few. It's pretty competitive and there's usually 15-25 players any given week.
Which is why I want to make it as strong as possible before bringing it there.

I think your slightly mistaken about the S/B contradiction. Blight would only effect the specific creature and all other with same name for 3. Good against non hexproof things like Tokens, Swiftspears and generally good spot removal with the chance of hitting another copy as well. Damnation would be my choice pick over the Drown in Sorrow so I'll main deck my one copy (swapping it in from my EDH deck). I've found both to be really good against creature based decks which I imagine I will have the most difficulty with.

I do agree about the counters and have been thinking that it's not the way I want to play this. I've replaced them with the Orb's which are now waiting for me at one of my local shops. Now that you've mentioned Inquisition which happens to be one of my favourite combos with Extraction from my Discard deck so now I ask where can we squeeze them in???

Stony Silence, Sundering Growth, Spellskite, Rest in Peace, Leyline of Sanctity are some of the best S/B options in the format. Just so happens you can play them all. Torpor Orb is very good as well but not to be played by this deck. BTW 1 or 2 copies of Archangel of Thune will go a long way in this build.

Multiple copies of Nykthos, Shrine to Nyx can really get out of hand. Yes I know the legend rule but if you tap one for 8 or so then play other while the mana is in your pool you can tap the second adding that much more. It's particularly good in this build.

I hate to break it to you but Mirrorweave targeting Sporesower Thallid doesn't work the way you think it does. the trigger from Thalliad happens at the "beginning" of the upkeep. There is no time in which you can do anything before the beginning of an upkeep.
That said I do really like this Fun with Fungi you've created. I'm gonna suggest adding Obelisk of Urd.

The best part of this deck is in the side board. That said its a decent budget deck, however I happen to not be a fan of budget decks. No offence intended just my opinion.
