I know that it's easy to say "base it on this" but there are reasons why the ordinary versions win, and normally the reasoning involves not to throw 10-12 cards out and insert something else (Reminds me of halfdecking).
You need to make the changes 1 card at a time. Slow and steady wins the race :D

At least go through the mechanics of the deck!
4 preordain, 4 ponder and 4 brainstorm + 4 infernal tutor is part of the "original" design
They want as many spells to drive their storm as possible.

You have 4 infernal tutors!
You want to have less cards in hands as the "drive"
Try to go through some cards like faithless looting and carefull study or lim dul's vault that will allow you to copy the overall gameplan for ant but based on getting few good cards so you can re-draw and go off through the muse :D

But it sort of settles a lot of issues when the three only mill designs that have won modern shares 4 cards in common!

It means it's pretty open how you design mill appart from those 16 essential cards that seems to win.
It should be possible to bash half a deck together with these millcards making the halfdecks an even funner thing to toy with :D

I might play it with half a thresh-deck or maybe half a death and taxes design.
I have toyed with a milldeck before using a UW stoneforge design where the creatures were thrown out and I kept the counterspells and removal.

If you want to "see" goblin matron in the design, theres a black version of it in one of the llorwyn cycles! Might take some tweaking, but should be possible.

Lim dul's vault is sort of the "newest" innovation in storm these days. I don't know if it fits within the timeframe you need, but if it does, it's worth to consider!

since tarmogoyfs essentially is a dumb beater, and ooze is a dumb beater with some smart ability (involving life) the logical step is to use 2 tarmogoyf and 4 ooze :D
Alternatively use swords to plowshares instead of path to exile, or throw some confidants out of the deck!

That should cover the life-part.

How do you design the best possible deck when it must'n be better than turn 4 kills?
I'm speculating that you might try to raise interrest in a "modern" version of the deck, in which case I might have a go with it :D

Otherwise I can only tell you how I would try to build it myself, with lots of weird tools and ideas :P

The rusalka is a cool way to use the bridges, but perhaps a bit too unreliable?
And there are far to many lands. 12's the usual number for dredge!

Have you considered invisible stalker?

Sigil of sleep will also fit the theme :D

I've done some research on the "top deck" issue!
People respond more often to new posts with pro-decks when you put tags like "top8" in the tag-line...
I did it with a pro modern mill-deck and it got 3 likes pretty fast.
