It's a bit slow unless I go for Batterskull every time, and that isn't always going to be the tool I want. It's not equipment either, just an artifact.

Some ideas of creatures you could do, maybe 2 or 3 since you'd want to see them, but they wouldn't be required to run the deck:
Angel of Jubilation; Geist-Honored Monk; Mirror-Sigil Sergeant; Odric, Master Tactician; Sunscorch Regent; Voice of All; Windborn Muse; Wingmate Roc

Buff spells:
Ajani's Presence; Ethereal Guidance; Glorious Charge; Great Teacher's Decree; Guardian's Pledge; Hold the Line; Inspired Charge; Kytheon's Tactics; Marshaling Cry; Righteous Charge; Roar of the Kha; Sanctified Charge; Tandem Tactics; Tenacity; Windborne Charge
There's not a lot of very good buff spells in white/blue, but maybe those will give you some idea of what you're looking for.

On a final note, you can still get dual lands that don't cost even 3 bucks if you want to use uncommon ones. I really, really recommend you go above 20 land if you're trying to have anything open for the every now and again Mana Leak you've got. I'm also imagining you'll want to play more than 1 creature a turn as the game goes on.

Couple things, I'll try to be concise. Although you have nothing higher than 3 cost, if you're ever going to hold mana for a counterspell (you've only got Mana Leak, no guarantee you'll get a counter every game), you need probably 22 or 23 lands. Glacial Fortress is a good dual land, less than $3 apiece on cardkingdom. You are also a bit more blue heavy than white (it's not an even split, and you have only 1 card that requires 2 white), so I'd suggest at least 1 more Island than you have Plains.

Your deck concept is alright, just doesn't have a lot of interaction. That's fine, you just don't have much for opposing creature response. Something like Declaration in Stone might work for you, or Detention Sphere perhaps.

I personally don't think Fate Foretold is a very good draw spell, there's stronger cards than that. Stuff like Think Twice would be better, maybe Gitaxian Probe, Inaction Injunction, Into the Roil, Peek, Press for Answers, See Beyond, Serum Visions. Just some ideas there.

I'm all about them zombie buffs. May I suggest Cemetery Reaper? It might affect your curve, I'm not sure how it would play out, as I figure you'd probably want to drop Butcher for it. It looks quite fun, best of luck to you.

I would recommend going to at least 24 lands so you can consistently hit your landdrops each turn. Perhaps cutting some one-of cards could help you get there.

I used to run RB vamps back in the classic Zendikar days. Because of how good that tempo is, I would drop either a Viscera, Nocturnus, or Blood Artist to run a 4th Gatekeeper.

Vampire Hexmage, something to consider as maybe a sideboard or something, either against aggro (first strike too good) or against planeswalkers.

Just some ideas, looks well thought out.

I feel you need a few more lands. 19 is going to be difficult to consistently hit your first 4 land drops, and you need at least that many for Chandra. Pretty solid though on the whole.

I feel your mana curve is too high for only running 20 lands. I would recommend maybe 24 or so lands, and dropping the land destruction spells perhaps. Something else you could do is run fewer of the 8 cost Bearer of the Heavens. Volcanic Vision is also very mana heavy at 7, I don't feel like you'll get enough of a return investment in running it. Dictate of the Gods seems a bit random as well. 5 mana is pretty expensive for combat tricks though.
Just some ideas, take it for what it's worth. I guess my overall impression is that it's very mana heavy at the top, and you are not likely to get there with only 20 lands.

Deck looks pretty cool. I've got to pose the question now, it's been bugging me and maybe I skimmed past this in the comments, but bear with me. Where is Cultivate and/or Explore? That's fine if you don't need the mana ramp much, I just feel those are very solid mana ramping cards, and you've got some 6 to 8 cost fatties to be casting.

I heard Mana Leak, Spell Pierce, and Negate were decent/acceptable counterspells to play in Modern. I know there's more, just depends on the color combo of the deck, etc. Those are all 1 or 2 cost spells.

But what do any of the rest of us plebs know about the game, right?

So you want to roll mono black, just so we're clear on that? First thing we want to do is clean up your creature list. There's just too many singles and just weaker creatures that aren't worth your time running for that. Let's see what we can do.

Bloodhunter Bat is not worth the 4 mana you pay for him.
Crow of Dark Tidings? For 3 mana, we can find you something better.
Phyrexian Hulk runs you 6 mana, there are much, much better cards than that for 6, black, artifact, or otherwise.
Renegade Demon doesn't bring you anything other than a 5/3 creature that dies to Bolt. Let's get you something worth your time for 5 mana.
Vampire Envoy doesn't do much for 3 either, not really.
Wailing Ghoul, eh, probably not great at 2.
Walking Corpse? Nah. 2/2 for 2, no other abilities? We can do better.
Warpath Ghoul, again, does no other effects. Let's drop that too.

Couple things you can consider running, if you want aggro and graveyard recursion from them. Pick whichever you like best.
Gravecrawler
Bloodghast
Bloodsoaked Champion

They are all 1 or 2 cost and let you play them from the grave, with slightly varying effects.
For 3 mana, you can consider stuff like
Vampire Nighthawk
Gatekeeper of Malakir

There are spells that let you directly put creatures on the battlefield. Stuff to consider:
Beacon of Unrest
Dread Return
Necromantic Summons
Unburial Rites
Exhume (highly recommended if you don't care about the format of your deck)

Let's find you some bigger creatures
Desecration Demon
Demon of Death's Gate
Griselbrand (haven't looked at his price recently, but he's really good for a reason)
Dread
Wurmcoil Engine
Massacre Wurm
Nightmare
Rune-Scarred Demon

I hit a mental roadblock, been a long day at work. Just another quick glance over, I don't think you need Vile Rebirth, or the Black Knights. I have a UB reanimator deck. It's a legacy deck geared towards competitive play. I haven't touched it in awhile, but you can probably get some ideas that I just can't come up with right now from it. Entomb/Exhume is a pretty strong combo if you draw it, Entomb is not a budget card though.
