Yes exactly, because it let's you put 4 cards in the grave and up to 4 other cards back in the deck.
Most of the elemental cards and collected company would be nice to reshuffle and loam and lands will be nice to place in the grave.

Go get some sleep or I will call you albert again!

It can be worked around, a single island will mean 8 blue sources. (Due to fabled passage)

Could you see stream of thought replacing thought scour?

You miss a draw but can rescue stuff from the graveyard.

You miss a draw, but get to rescue stuff from the graveyard.

Stream of thought.
It could replace thought scour.
You miss the draw but can save what you don't want to see in the grave.

Stream of thought, does it fit in here, replacing thought scour.
It doesn't give you a draw, but you decide what gets reshuffled into your deck.

Thought scour might eat a battle rage but stream of thought works around that.

Drop visions from beyond.

Stream of thought provides you with the card advantage you want and mills at the same time.
It can be cast early to mill 4, and later to mill 8.

What are you doing ?
Stream of thought must be a 4 of card.
You can play it early to mill 4, and the ones you draw later mills 8.
It will be better with more fetchlands, but this card is insane. It allows you to mill the opponent, then reshuffle your own mill back into your library. It's the cardadvantage that visions of beyond never really managed to bring us.

Think of how thought scour was adapted into decks with goyf, gurmag angler and dredge. This will be everywhere in short time.

Nice call on stream of thoughts.
Do you think players who used to play thought scour will play this from now on?
