Solemn simulacrum just seems bad here as does pyrokinesis (in agrro like this you hurt can't afford the loss of cards)
Goblin guide should be a 4 of and so should chain lightning
If chain lightning is too much the next is rift bolt then lava spike. So you could also run those.

Nova chaser seems bad considering most of your elemental's sac at end of turn. Even ball lightning isn't exactly likely to live a full turn. He just seems inconsistent.
Magma jet seems better, it makes sure you get to keep finding gas and that every draw is live while still dealing damage.
What is infernal plunge in here for? I don't get that inclusion at all

Anger of the gods is worse when you lose all your creatures to it

Anger of the gods kills all your own creatures which seems incredably counterproductive.
Mizzium mortars is spot removal that kills almost everything as well as being a board wipe late game.
Purphoros seems a little win more as your already have t be producing tokens for him to be good. He's definitely not good enough to run 3 copies with him being legendary. Elspeth however helps you win when your behind I would run 1 more of her.
1-2 more land is necessary for your curve as well
Akroan horse is incredibly bad he super slow and Ben when gets going does very little. Boros reckoner locks up the ground much better. So over all
-3akroan horse
-3 anger of the gods
-1 purphoros
+ 1 elspeth
+4 Boros reckoner
+2 land
Then as someone else mentioned your tokens go away if you blink them so
- 4x legions initiate
4 mortars

Glacial fortress is like 2 bucks adarkar wastes are also under 2 they just make your deck more consistent. While that adds up 10 dollars in land goes a long way.
Hallowed fountains are harder to justify as they cost as much as his deck.

Aetherling is better finisher then sphinx of jwar isle. Edicts and wraths kill sphinx nothing kills aetherling.
Trade routes should probably become some kind of draw spell serum visions or divination both work.
Gideon's law keeper should also be a draw spell, these will let you set up a lock quicker. Also tapping a creature is relatively ineffective when they have to pay to attack, because they just attack with something else. Fog bank is effective because tey already pay to attack.
The changes should all be fairly budget none of the cards suggested are over 4 dollars
Aetherling being most important and really almost any draw spell working.

The 3 mana-cards made your wastelands worse. Ponders and brainstorms feel a little worse when you need a land.
Ultimately It felt better versus creature heavy deck but I liked RUG better vs everything else.

the deck is fairly easy to budgetize
-3 sphinx
+3 opportunity
-1 Elspeth
+1 assemble
jace's replacement is a little worse but divination will do in a pinch.so
-3 jace
+3 divination
that drops the deck about 175 dollars cheaper

I definitely could see replacing ultimate price with something but it for entirely different deck then hero's downfall. Hero's downfall is for control as it hits obzedat and planeswalkers. ultimate price is easier on the mana and there for siding against mostly black decks over doom blade as well as siding in devour flesh so I have 0 dead doom blades. That one open slot in my sideboard may become a hero's downfall though as it comes in against control.
The reason for
1 Elspeth
1 aetherling
2 blood baron
1 obzedat
is because of a combination of thoughtseize and slaughter games.
post board I side in even more win conditions so that I don't lose to people playing with a 4 thoughtseize and 2-4 slaughter games.

This is actually the deck of a friend of mine. I play T.E.S, RUG and RW goblins but I don't think any of the lists are up to date

I'm leaning away form it myself and most likely leaning towards moving to 4 mortars and 2 of anything else.
omenspeaker is odd card in the sense it is never bad, but at the same time it's never very good. It is consistently mediocre

4x cranial plating and 4x seat of the synod keep this budget also thought cast is probably the most powerful card in the deck so it should be 4
So
-6 islands
-2 accorders Sheild
-1 spire golem. (Gets worse with less islands so if you add artifact lands maybe cut them completely and add bone saw as a 0 drop artifact to speed you up)
+ 4 seat of the synod
+1 thoughtcast
+4 cranial plating

This should put you right at 20 which according to your intro was the upper price range

They do entirely different things
Unsummon is removal in a a fairly quick deck (even if they recast it, you've gotten more damage through)
Mizzium skin is a generally awkward card in practice as targeting a illusion with it kills it. Therefore you must always overload.

The only mill that's worth anything in this deck would be thoughtscour because it replaces itself and is instant but it's still not a great option.

The thing is post m14 each additional mox turns into a lotus petal
Also Arcbound ravager helps take care of extra moxes
In tournament affinity tezz is mainly a back up kill after the first wave doesn't kill them.
Costing 4 makes him hard to cast before a few draw steps and land drops. Also what I suggested makes into an affinity lost that I've tested extensivily
